The Minister for Lands and Natural Resources, Hon. Samuel A. Jinapor has on Monday, 14th March, 2022 received the findings and recommendations of the Prof. Amankwah led 5-member Committee to review the Health and Safety regime for the Mining industry. Having received the report, Hon. Jinapor said goverment will throughly study the report and pursue to the latter, the findings and recommendations provided by the team. "Government is going to take the findings and recommendations of this report very seriously and we are going to pursue them to the latter. Of course, we will study the report and make our own conclusions and views about the content of the report" "I have no doubt that if not all, most of the findings and recommendations which have been made by this Committee will be taken on board and implemented" he indicated. Hon. Jinapor added that considering the expertise of the Committee chair and members, he is confident that the findings of the reports provided will indeed be an invaluable asset which will guide matters to do with the health and safety regime of the mining sector in Ghana. He said these recommendations are going to be implemented to ensure that the Appiatse incident does not reoccur. "What we want to ensure is a mining sector which is fit for purpose, which is serving the people, contributing to the national economy and which is safe so that we do not have a recurrent of what occurred at Appiatse and that's exactly what we want to forestall" he stressed. The Minister reiterated the commitment of the President Akufo-Addo government, to be utterly transparent in the management of the Lands and Natural Resources of the country saying that the Ministry will continue to serve the nation in the context of the best standards of integrity and fidelity. "We couldn't have assembled a better team than we did giving the expertise the five of you bring to the table. Expertise of diverse areas with enormous experience from your various fields. We are very grateful for such an extensive work done" Presenting the report, the Chairman of the Committee, Prof. Richard Amankwah who doubles as Vice Chancellor of the George Grant University of Mines and Technology ( UMaT) disclosed that they sent out 20 letters to various entities and professional bodies to source out information which will aid their investigative work to which some responded. He added that to get the job done, they also engaged certain captains in the industry who gave presentations to the Committee on explosives, fire suppression, and systems to track the movement of explosives in the country. He said he believes that the findings and recommendations made are broadly appropriate, however considering the dynamic nature of the mining industry, it will be suitable if these findings are reconsided every now and then and twicked to bring it up to speed to the changing trends of the industry. Prof. Amankwah said he is of the believe that the recommendations they have made in various respects will make the regulatory framework more amenable in managing the health and safety dimensions of the mining sector. The Lands Minister set up this committee on 7th February, 2022 following the Appiatse explosion incident which claimed thirteen (13) lives and destroyed the entire Appiatse community. The Minister for Lands and Natural Resources, Hon. Samuel A. Jinapor (MP) has stressed that government’s determination to digitalize land administration in the country requires the communal and dedicated efforts of everyone, especially, staff of the Lands Commission. Delivering a key note address at the 2022 management retreat of the Lands Commission, themed “Achieving Institutional Excellence in Land Service Delivery through Modern Technology, Human Resource Development, and Private Sector Participation' on Monday, March 14, 2022, in Accra, Hon. Samuel A. Jinapor, indicated that even though the mining sector contributes significantly to the country’s growth and development, the lands sector is the bedrock of socio-economic development of the country, adding that an effective lands administration is paramount. Whiles reminding staff of the Lands Commission of the integral role their outfit plays in the country, Hon. Jinapor said it has become necessary for the government to undertake holistic changes that will revamp the commission and ensure that it operates at optimum level. The Minister outlined two measures that he accentuates will lead to the new drive for the commission that will serve the purpose for which it was set up. He cited Governments effort as part of the measures to achieve this feat. He said government will create the enabling environment to ensure staff of the commission become comfortable and efficient whiles at their job saying, staff of the commission as part of the measures to revamp the commission will have to practice the best of ethics in relation to executing their duties. In furtherance of this commendable objective, Hon. Samuel A. Jinapor disclosed the partnership with private firms to digitalize the commission and promote efficiency, transparency and productivity in the Lands administration. He dismissed notions from a section of the public that the private sector will take over the job of the Lands Commission when handed over the digitalization exercise but was however quick to emphasize that the moves being made by government are to propel the commission to take its rightful place in the country as an effective lands administration institution. He further disclosed that he is working together with the Executive Director of the Commission to ensure that “we go through the proper lay down processes so that we don’t say we are coming to change or reform Lands Commission only for it to turn out that we sold the Lands Commission or it has lost its constitutional powers or we did not get what we bargain for”. Hon. Jinapor maintained that he has adopted a non-negotiable stance on the country getting value for money in the agreement and that he is being vigilant to protect the national interest. He, therefore, charged the staff of the commission to join forces and collaborate with his outfit to achieve the purpose as it will guarantee success in their operations and relieve them of some burden in the execution of their charges. “The whole thing we are making is actually a process of partnership with a private sector to ensure that the whole regime of land administration in the country is revolutionized, reformed and changed from the point of how we keep our records to the environment we work in, our work spaces, all the way to welfare issues. These are the gamut of parts we are putting together so that land administration in the country will become effective and efficient,” he said. “I want us to work as a team and partners. I’m very clear in my mind what my responsibilities and duties are and I assure you I will discharge them to the best of my ability. Mine is to offer you leadership and to be your voice and advocate within the central government so that what is due you and required for you to be able to do your work well, I will be able to offer it. I want you to reciprocate same, that we work together and change the face of land administration in the country. Let’s do so on the basis of integrity and transparency", he concluded. Farmer and Entrepreneur, John Dumelo, has called out landlords who demand two years arrears from tenants. According to him, this is an exploitation of tenants who already are battling with the high cost of living in the country. In a Twitter post, John wrote, “Dear Landlords, stop collecting 2 years rent advance for residential properties. Stop saying “but how do we make our money back after building?”. You want to make your money back by breaking the law? Stop exploiting innocent tenants!” Meanwhile, Section 25 (5) states that “Any person who as a condition of the grant, renewal or continuance of a tenancy demand in the case of a monthly or shorter tenancy, the payment in advance of more than a month’s rent or in the case of a tenancy exceeding six months, the payment in advance of more than six months’ rent, shall be guilty of an offence and upon conviction be liable to a fine not exceeding 500 penalty units which is equivalent to 600cedis or a term of imprisonment not exceeding two years.” However, the Public Relations Officer of the Rent Control Department, Emmanuel Hovey Kporsu, has stated that landlords are not mandated by law to take more than six months’ rent from prospective tenants. President Akufo Addo has also bemoaned the increasing cost of housing in Ghana currently. Speaking to some members of the Construction Chamber, the president said, “If we are going to be able to deal with the infrastructure deficit in our country, apart from roads, we have a deficit in our housing, 1.8 million units of housing that we need, a critical aspect of it is our ability to build houses cheaply. “We cannot continue to ignore the expensive methods of construction that has made housing here virtually a monopoly of the rich, it shouldn’t be the case." The Energy Minister, Dr Matthew Opoku Prempeh, met with the United States Deputy Secretary, Department of Energy, Mr. David M. Turk on the sidelines of CERAWeek currently taking place in Houston, Texas. Their discussions revolved around Ghana and USA Government cooperation in navigating Energy Transition and creating pathways for mutual interest in the energy sector. Dr. Prempeh assured the Deputy Secretary of Ghana’s eagerness to meet our transition goals with much emphasis on gas, and used the opportunity to invite investors into Ghana’s nuclear energy sector. “Even though the risk in investing in Africa is high, the gains and returns are much higher for any investor. Ghana provides a stable, peaceful and investor friendly country to guarantee the safety of your investments” Dr. Prempeh stressed. The Energy Minister, Dr. Matthew Opoku Prempeh has asked Energy Business leaders and Decision makers to find in Ghana’s energy sector, a friend and a partner. Speaking at an Energy Investment Forum organized by the Ministry of Energy on the sidelines of EXPO 2020 in Dubai, UAE, Dr. Prempeh said Ghana’s energy sector is awash with plethora of opportunities which could be the basis for mutually beneficial partnerships. The Energy Minister said in Ghana, Exploration and Production (E&P) licenses are awarded through open, transparent and competitive public tender processes. However, he added that E&P licenses may be awarded through direct negotiations without public tender if direct negotiations represent the most efficient manner to achieve optimal exploration, development and production of petroleum resources in a defined area. “There are also farm-in opportunities in some of the existing licenses for prospective investors to operate through existing Petroleum Agreements without having to go through block application and negotiation processes” he said He continued “Ghana’s sedimentary basins are de-risked and highly prospective and our petroleum industry is regulated by clear, predictable and suitable fiscal, legal and regulatory regimes. In the downstream petroleum sector, the Minister who is also Member of Parliament for Manhyia South said Ghana aspires to become a hub for refined petroleum products in the West African sub-region and beyond, and thus the establishment of the Petroleum Hub Development Corporation (PHDC). He said the hub will host infrastructure such as refineries, port terminal facilities, storage facilities, petrochemical plants as well as Liquefied Natural Gas (LNG) terminals with a network of pipelines. In the power sector, the Minister said the generation, transmission and distribution value chain presents opportunities to the private sector. "Our quest to promote energy efficiency in electrical appliances, among others within the context of scaling up 10% renewable energy penetration by 2030 brings key opportunities for strategic investor partnership” he added. Through info-documentaries and presentations, the Ministry’s agencies explained the current projects in their sectors that needs financing and strategic partnerships. A Ghanaian soldier who fought in the World War II, Ex-Lance Corporal Wisdom Edmund Kudowor, has observed that the Ghana Army currently lacks discipline. According to him, this is the only thing that is missing in the modern-day Ghana army as compared to his days during the British colonial rule. Sharing his life experience on Accra-based Asaase Radio on Sunday March 13, he said, while doing the comparison, that “I must say there is no difference except that what we did was done during the war time. “That was war time soldiering, the current one is peace time soldiering. It is more of developing rather than fighting as a soldier on a battle field. “This time, we are being controlled by Ghanaians, the army is being controlled by Ghanaian Army officers. But our time, we were under the British, we were being controlled by a military officer from Britain and so, we had to go strictly according to the rules of Britain and that brought about the difference. Children of the former Joy Brands General Manager, Elvis Koku Kwashie, have paid a glowing tribute to their late father’s good humor and unfailing courtesy. Seyram Kwashie, Sedem Kwashie, and Senam Ama Kwashie on Saturday, March 12, participated in the final funeral rites performed by the Kwashie family to bid farewell to the media doyen. In a very solemn manner, they delivered the tribute penned down by them. The three noted that they prayed fervently to God Almighty to heal their father who had been unwell for some time. They said not a single day passed without hearing Mr. Kwashie complain of headaches and aches in all other parts of his body. Their prayer was to see Elvis Kwashie bounce back to good health, going about his day-to-day activities. But that was not the case, Seyram Kwashie said. She stated that God answered their prayer by ending the pain their father went through by seeing to his eternal repose. “We are still in shock and in denial about your departure, but what can we say? We all love you very dearly but we could not do anything about your terrible headaches. But the one who loves you far more than we could ever love you has taken you away from your suffering. We asked God to heal you without a trace of whatever sickness you were suffering from and He answered our prayers but just not in a way we all expected. How can our Koku become just a memory….? Your girlfriend, Seyram, your photocopy Sedem, and your little princess, Senam.” Seyram described Elvis Kwashie as a mentor, best friend, playmate, problem solver, and boss. In his tribute, Sedem pledged to make his father proud as Mr. Kwashie used to tell him “You are my only boy and you will make me proud, amidst your reminder for me to be courageous.” Senam Ama Kwashie recounted how her dad used to ensure that she was well taken care of at all times. “I miss how you used to take me to school every morning and how we always used to do devotion in the car, I miss when you used to take me out for breakfast before taking me to school, I miss when you used to tease me about my nose when you used to tell me about how big it would become if I didn’t stop rubbing it, and how it’ll be shaped like that of a pig, I missed when you used to call me young adult but now there is no one to call me that.” For this reason, she said, “we’ve all missed you dearly, we will really miss you.” They concluded by noting that Joy Brands General Manager Elvis Kwashie fought a good fight. In a touching tribute read on her behalf, Madam Torkornu-Bonuedie thought her firstborn would be the one to read her tribute when God calls her to eternal glory and not the other way round. The wife of the late General Manager of The Multimedia Group’s Joy Brands, Cynthia Kwashie has eulogized her husband, Elvis Koku Kwashie for his faithfulness and undying love in their relationship. According to Mrs. Kwashie, the consistent support provided by her late husband was “the light of my life” and continues to shine even in his death. In a heartfelt tribute, the widow described her 19-year-long partner as “my great friend, in fact, my best friend, my source of strength, my intercessor, dependable partner, my teacher, life coach, and many more.” “Koku, you were a good father, passionate and consummate professional in your field of work, a great man of God, but to me, you were the husband of my youth, and your ability to combine all these responsibilities effortlessly blows my mind and makes me love you more,” she said. Elvis Koku Kwashie passed in the late hours of Tuesday, December 28, after a short illness at the University of Ghana Medical Centre (UGMC). Reminiscing the last moments of the late Manager, the widow said she had no idea that rushing her husband to the hospital was going to be the end of their friendship. “I was hoping you were going to come back home strong,” she said in the tribute. Following the sad incident, the beloved wife said it has been a traumatic couple of months. According to Mrs. Kwashie, the sudden demise of her beloved husband has changed the trajectory of their knit-tight family of five. “I was certain that we would grow old together and watch the children finish their education, start working, and get married then we can enjoy the rest of our lives together, but Koku, you left us in the middle of the ocean with just a canoe without a paddle. “How am I going to get to the shore with Seyram, Sedem, and Senam, whom you loved with your life and cared so much about?” she quizzed. She, however, took solace in the words of the Holy Book. She believed that divine intervention will always see them through despite the raging tempest life had thrown at the bereaved family. “Koku, rest in the bosom of your maker, but please promise never to forget me, Seyram, Sedem, and Senam. I will continue to nurture them in the ways of the Lord, and I know that the Lord that you served wholeheartedly will be with us. “My husband rests peacefully in the Bosom of the Almighty God,” she concluded. Through the tributes, trickled in fresh information for the reconstruction of the final days of Elvis Kwashie, the Joy Cluster manager for Multimedia Group Ltd. “Not a single day passes without you complaining of headaches and aches in all other parts of your body,” his daughter Seyram Kwashie’s tribute reads. Talk of the bombardment of the city of his body through sudden, rushing missiles of pain. His body, his personal Ukraine, shelled by headaches, violence rampaging its way through this bodily city. The plundering pain was aiming to capture the twin capital of his brain and heart for a quick surrender. Perhaps beyond the tributes, it was Yolanda Adam’s hit song of 2000, ‘Fragile Heart’, a tribute to her own manager who died in 1998, that captured Elvis Kwashie’s final battle. The lyrics floated through the PA system at the State House in Accra, the funeral grounds. “There’s only you and I” I can’t think about ever giving, I can’t give up (up a fight) No, no, no, no, no, The only thing that matters When I’m going through Is giving my fragile heart right back to you” When a stroke struck like a Rocket-Propelled-Grenade (RPG), it hit Elvis’ capital. His heart was weakened by the violence, and he surrendered on December 28, 2021. A shockingly quick war was over. “You told God to give you your miracle. Koku is this the miracle?” his wife, Cynthia’s words helped create a sense of Elvis’ desperate need, his hoping against hope, a certain mental concession that his troops, his body were laying down the tools, much to his own surprise. “We are happy not because you left us but because we couldn’t bear the sight of your suffering,” Seyram confessed finding relief in her father’s surrender. Laid out in a coffin, almost the exact color of his skin, Elvis was placed in the center of the grounds, surrounded in all four corners by the four groups that laid claim to his loyalty and commitment – his family, his faith, his work, his friends. “His great concern was his children,” a friend who became family, Kofi Ansah, former Joy FM Programmes Manager said. Kofi had spent as much as five hours by his bedside to store those precious last words, those final expressions of a dying man’s arching desires. His work, The Multimedia Group family abandoned the beehive of Kokomlemle, almost completely in a way that perhaps has never been seen before. On this Saturday morning, Newsfile was there at the grounds when it would have been on the air. The two Sams, the visible host Samson Lardy, and the invisible producer, Samuel Odame left national issues for this very personal issue. Elvis’ faith was there at the funeral. His Christian denomination, The Church of Pentecost, where Elvis was an elder, camped under the canopies to pay their last respect as captured in their tribute. Elvis raised journalists, but he also raised pastors, elders, a choir, and raised funds and faith. “Many people have become better committed Christians and leaders through his impactful and exemplary leadership,” the church eulogized. The sermon was an invitation for all of us to confront the reality of death. The pastor ripped into death, calling it an enemy that destroys marriages, changes the direction of children who without their fathers become prone to vagabondism. His preaching was forceful in English but fiery in Ewe when he changed to speak his dialect intermittently. The Ewe drew stronger responses of approval from his audience. But when he asked “Who will follow Koku?” the crowd, despite a great love for Elvis, maintained a silence. As he lampooned death and how it disturbs family structures, dark clouds lurked over the red-and-black canopies, threatening to push the program into some sort of injury time. And as the sermon went on, Madam Mercy Bonuedie, his wheelchaired mother, gazed at Elvis in the coffin-like how she had gazed at Elvis in a cot when he was born at Asadame in the Volta Region. “The birth of Koku brought so much joy to me and my family as the first child of the family,” her tribute read. “Why should I stand here today, reading your tribute when I was of the view that you will gallantly stand beside my coffin to read mine?” Kwesi Twum, a father-like figure for Elvis would be thinking along these lines too. He wept. As publicity-shy as Elvis, Koku was a sort of mini KT. The two had similar traits. Cholerics frowned at the limelight, preferring to work behind the scenes. When The Multimedia Group mounted a guard of honor, it was a meandering queue of more than 130 journalists and reporters, with something to report about the kind of rapport they had with Elvis. But as his coffin moved into the hearse, perhaps a quiet answer to his prayer was inscribed on the cloth that covered the coffin. It was The Multimedia Group cloth. Embossed in it, the phrase “Christ@work”. That while painful illness ravaged him, Christ is still working through that body.
