  • SPUTNIK V DEAL: ‘We Want Our Money, Not Pledges’ – Mintah Akandoh

    The Ranking Member on Parliament’s Health Committee, Kwabena Mintah Akandoh, is not enthused about a mere pledge by Sheik Al Makhtoum to refund $2.4 million to Ghana over the botched Sputnik V vaccines procurement deal. He also insists the pledge to pay back the money does not exonerate the Minister of Health, Kwaku Agyeman Manu. In a purported letter dated 5th August 2021, Sheik AL Maktoum replied to a letter from the Minister requesting a refund of the amount covering the cost of unsupplied doses. He thus asked the Ministry to confirm the amount and provide account details through which the refund should be processed. “We acknowledge receipt of your letter, Ref No. MOIVOM/LL1/7/2I, dated 2nd of August 2021, with a formal request to refund the remaining amount of the non-supplied doses from the 50% advance transferred to our accounts.” “We, hereby, request to kindly acknowledge and confirm the above-mentioned amounts to be refunded, further to which we shall initiate the refund process to your bank account. Please share with us the bank details where the refund needs to be processed.” However, Mr. Kwabena Mintah Akandoh is not satisfied with the latest development. Speaking on Eyewitness News, he said the promise alone isn’t useful in the scheme of things. “The pledge you are talking about does not find space in any scheme of things because there has been a clear exhibition of bad faith right from day one because the Minister for Health said there hasn’t been payment of any monies when he appeared before us and that Ghanaians are asking you to refund those monies, and you are pledging.” The Health Minister, who is currently on a two-week leave has been under massive pressure to resign following the report of the parliamentary Adhoc Committee that probed the deal. What did the report say? It emerged that Ghana paid more than US$2.8 million to Sheikh Al Maktoum for the procurement of the Sputnik V vaccine. This is contrary to an earlier claim by the Minister of Health, Kwaku Agyeman Manu, that the state has not expended any money towards the procurement of the vaccine through Sheikh Al Maktoum, a businessman based in Dubai. The nine-member ad-hoc parliamentary committee set up to probe the controversial Sputnik V vaccine procurement deal in their final report indicated that US$2,850,000 representing 50% of the US$5,700,000 owed to Sheikh Dalmook Al Maktoum for the eventual supply of 300,000 doses of Sputnik V vaccine was actually paid to him. “According to the Bank of Ghana in its letter of 31st March 2021, out of the total amount of US$5,700,000.00 owed to Sheikh Al Maktoum, an amount of US$2,850,000.00 representing 50% has been paid to him and that translates into a Cedi equivalent of GH¢16,331,640.00 converted at the exchange rate of US$1 to GH¢5.73,” the report said. The committee, therefore, tasked the Minister of Finance, Ken Ofori-Atta to retrieve the money that has been paid. Background As Ghana struggled to reach its target of vaccinating 20 million citizens, it emerged that the government was using the services of middlemen to procure 3.4 million doses of Russia’s Sputnik-V vaccines. But this was at a higher cost of $19 other than the original factory price of $10. This prompted calls for the abrogation of the procurement contract. The issue first came to light when a Norwegian news outlet, Verdens Gang, reported that Ghana had requested to purchase the doses of the Sputnik V vaccine through two businessmen who are selling it to Ghana at $19 per dose instead of the $10 per dose on the international market The Minister of Health, Kwaku Agyeman-Manu, who is a board member of the GAVI Vaccine Alliance, admitted that he did not seek cabinet and parliamentary approval before engaging the private individual for the procurement of Sputnik V vaccines when he appeared before the bi-partisan committee.   • "Stop Encroaching On Our Lands" - Management of Trasacco Valley To Individuals/Corporate Bodies

    The Management of Trasacco Valley, a local real estate company, has cautioned individuals and corporate bodies from encroaching on its lands in Accra following a determination of a 20-year-old dispute over a parcel of land with a rival company by the Supreme Court. To allow the judgment of the court to prevail, the real estate development company has further cautioned against the use of land guards — a phenomenon of violent thugs often involved in land disputes or the claim of ownership of land on its parcel of lands. A judgment by the apex court in December last year sought to bring closure to the protracted case involving Empire Builders, owners of Trasacco Valley, and fellow real estate company, Top Kings Enterprise Limited, over the boundaries and rightful ownership of parts of the land. In its ruling of December 16, 2020, a five-member panel of the Supreme Court chaired by Justice Paul Baffoe-Bonnie, ordered that Top Kings retained ownership of a 62-acre plot that Trasacco had claimed to possess. The other members of the panel were Justice Yaw Apau, Justice Gabriel Pwamang, Justice Amadu Tanko and Justice Yonny Kulendi. Statement A statement signed by the Public Relations Consultant of Empire Kings, Mr Kwame Owusu Danso, said the judgment of the Supreme Court must guide the actions of parties in the dispute and provide the path to a harmonious business environment for all. “We are calling on all sides to respect the court’s order,” the statement said. “We ask that the other party stays within the 62 acres stipulated by the courts. We ask that the land guards are called off so the intimidation and threat to property ceases, along with all the distress,” the statement further stated. “We also call on the media to carry out its mandate with fairness, guided by the truth and the ethical requirement of upholding the public interest always.” Background On June 24,1999, Empire Builders sued Top Kings for allegedly trespassing on a 62-acre plot which Empire claimed to have title to. In its judgment of the June 11, 2003, however, the High Court held that Top Kings was to “keep the portion of the disputed land that are already in its possession” The statement said the Nungua Stool subsequently transferred approximately 62 acres — separate and distinct from the 62 acres declared in favour of Topkings by the High Court — to Empire Builders for valuable consideration. It said additionally, the government transferred 57 acres of the parcel decreed in its favour to Empire Builders. Empire Builders appealed, however, against the judgment of the Court of Appeal at the Supreme Court, and on December 16, 2020, the Supreme Court upheld the Court of Appeal’s order, affirming that Top Kings should maintain possession of the 62 acres it already had. “The 62 acres which the Supreme Court judgment allowed Top Kings to keep never formed part of the Trasacco Valley master scheme,” the statement said.   • Ghana FA To Confirm Hearts of Oak As Super Cup Winners

    Double winners, Hearts of Oak, have been confirmed the Ghana Super Cup champions. The Phobians won the 2020/21 Ghana Premier League and were crowned MTN FA Cup champions after a penalty shootout victory over Ashantigold in Accra on Sunday. According to the FA's regulation, the winner of the league and the FA Cup, automatically becomes the Super Cup champion. “The Champion of the Premier Division League and the Champion of the FA Cup competition, if not one and the same club, shall play a straight knockout match and the winner shall be declared the Super Champion. In the event of the league champion being the same as the FA Cup champion, that Club shall be declared the automatic champion of champions. The GFA Executive Committee may, however also, organize a ceremonial match between the club and either the runners up in the league or FA Cup for the purpose of awarding the trophy," states the rule.     A Rwandan asylum-seeker has handed himself over to police claiming responsibility for the murder of a 60-year old priest, the interior minister, and a source close to the investigation announced on Monday. The body of Father Olivier Maire, a member of the Montfortain Brothers in Saint-Laurent-sur-Sèvre in western France, was found on Monday morning.   • LGBTQ+ Advocates Chase French Ambassador For Hosting Sam George

    The French ambassador to Ghana, Anne Sophie Ave, has come under harsh critique from Lesbian, Gay, Bisexual, Transgender, Queer, LGBTQ+ advocates after she hosted Ningo Prampram Member of Parliament, Sam Nartey George, on her TV show days ago. Ambassador Ave has subsequently deleted a tweet she shared days after hosting Sam Nartey George on the “Touch of France.” show. Sam George quoted the now-deleted tweet and wrote: “Was a pleasure being hosted by you today. I am particularly impressed by the amount of work the French Government is doing in Ghana in the areas of research, science, health care, and intelligence sharing. The ambassador knowingly platformed a homophobe.” Others joined in the critique including the pro-gay group, RightyfyGhana, some tweeps celebrated her deletion of the said photo and went further to demand an apology.
