The Chief of Staff, Madam Frema Osei Opare has charged the leadership of the Maritime Organisation for West and Central Africa (MOWCA) to ensure that the maritime sector is free and safe for trade operations. According to her, the Maritime Organisation should stay focused as well United in achieving the goal. She made the remarks at the opening ceremony of the 16th Session of the Maritime Organisation for West and Central Africa (MOWCA) General Assembly held in Accra. Madam Frema ceased the opportunity to challenge the Maritime Organisation to work from dawn to dusk likewise find solutions to the issues of piracy. She added that the Maritime Organisation also has a task of dealing with other security problems happening at the various shores of the country. Yaw Owusu, a Ghanaian man in his late thirties has been allegedly killed in South Africa following the Black Stars 1-0 victory over Bafana Bafana in the 2022 Fifa World Cup qualifier at the Cape Coast Sports Stadium. The sad incident happened in a town called Mzuluku after an argument over the penalty decision awarded to the Black Stars against South Africa in the World Cup qualifier on Sunday at the Cape Coast Sports Stadium. The penalty has generated a lot of controversy with South Africa lodging a complaint to FIFA as they believe the match was manipulated to favor the Black Stars by Senegalese referee Ndiaye Maguette Yaw Owusu who worked as a barber was allegedly stabbed by the South African who is currently on the run according to reports. Confirming the news in an interview with Kumasi-based radio station Fox FM, Obeng Boadu gave an account of what transpired and how Ghanaians are living in fear due to threats after the game. “Yaw Owusu, a 39-year-old man who works at a saloon had a few arguments with his apprentice before the game on Sunday, the argument resurfaced on Monday morning after the controversies on the penalty and he stabbed him to death,” he said as quoted by AshesGyamera.com. “We are now trying to find his family members in Ghana. The tension on Ghanaians here are very high.The South Africans have threatened to deal with Ghanaians here after their petition to FIFA. “We are pleading with authorities to come to our aid here since things may be scarier soon. Speaker of Parliament Rt. Hon. Alban Kingsford Sumana Bagbin has directed the Roads and Highways Minister Amoako Atta to immediately withdraw decision to suspend the collection of road tolls or face contempt of Parliament charges. The latest order by the the Speaker follows a statement by Minority Leader, Haruna Idrissu who contended that once the house has not approved the budget statement as delivered by Finance Minister, Ken Ofori Atta last Wednesday the Roads and Highways Minister has no authority to suspend the collection of road toll. Finance Minister during the delivering of the 2022 budget statement last Wednesday announced the suspension of road tolls across Ghana. It’s important to anchor the point that such executive decision requires parliamentary approval before implementation. It’s against this background that, the directive to suspend road toll overnight has received a backlash and growing agitations from the public including workers. Raising the matter on the floor of Parliament today Minority Leader Haruna Iddrisu drew the Speaker’s attention to call Roads and Highways Minister, Kwesi Amoako Atta to order. But, Majority Leader, Osei Kyei Mensah Bonsu argued the Minister acted in good faith because they pickes up intelligence of pending chaotic occurrences and scenes at various toll booths upon the announcement by Ken Ofori-Atta. However, the Speaker who was of the view that the budget statement presented is in respect of 2022 must be approved by the Parliament to give green light for implementation and that the Minister erred. Effective January 2022, the fees and charges for all government services will increase by at least 15%. This is according to the 2022 budget statement presented by the Finance Minister, Ken Ofori-Atta on Wednesday, November 17, 2021. Per the document, the new charges will be subjected to an annual adjustment by the average inflation rate with the consent of the Finance Minister. The budget document also stated the new fees will be automatically reviewed every five years. “Review Fees and Charges with an average increase of at least 15 percent in 2022 and thereafter subject it to automatic annual adjustments by average inflation rate as published by the Ghana Statistical Service, but with the prior consent of the Minister for Finance. The fees and charges should, however, be subjected to general review every 5 years. The effective date of implementation is 1st January 2022,” the budget stated. The announcement is part of the new initiatives by the government intended to raise domestic revenue. Charges for government services such as vehicle registration and drivers’ license issuance by the Driver and Vehicle Licensing Authority (DVLA), birth and death certificate issuance by the Birth and Death registry, passport issuance by the Passports Office among others will be affected by this new measure. Hitherto, these agencies needed to propose their service charge increment to the Finance Ministry, negotiate and get approval. The Minister for Communications and Digitalisation, Ursula Owusu Ekuful, has stated that any Ghanaian transferring over GH¢100 through mobile money is not poor, therefore, must be taxed. Her comments come after Finance Minister Ken Ofori-Atta announced the introduction of a 1.75% phone transactions levy payable by mobile money users per transaction above GH¢100. Delivering the 2022 budget statement and economic policy to Parliament on Wednesday, November 17, 2021, Ofori-Atta said the new levy will compensate for the abolishment of road tolls. Ofori-Atta noted during his delivery that the government has scrapped the amount of money being paid by motorists as tolls on public roads in the country. Explaining the rationale behind the scrapping of the road tolls, the Minister said the revenue that accrues to the state for the construction and maintenance of roads is inadequate and hence, the government has to look elsewhere to equitably generate revenues for the construction and maintenance of our roads. He said "Total value of transactions for 2020 was estimated to be over GH¢500 billion Cedis compared to GH¢78 billion Cedis in 2016 just 5 years ago, while total mobile money subscribers and active mobile money users have grown by an average rate of 18% and 16% respectively between 2016 and 2019. Mr. Speaker, it is becoming clear there exists the enormous potential to increase tax revenues by bringing into the tax bracket, transactions that could be best defined as being undertaken in the 'shadow economy." "After considerable deliberations, the Government has decided to place a levy on all electronic transactions to widen the tax net and rope in the informal sector. This shall be known as the "Electronic Transaction Levy or E-Levy," he added. The move has raised questions if indeed government intends to decrease the sufferings on Ghanaians. Earlier, Vice President Dr. Mahamudu Bawumia insisted that there is no need for taxes on people sending MoMo because most of the users are poor. But Ursula Owusu speaking on GHOne TV on Thursday, November 18, 2021, further explained why it's time to tax Ghanaians. She said the 'poor' used by Bawumia referred to people doing transactions below GH¢100. She stated that any person sending money that is above GH¢100 to another cannot be considered to be poor because that amount is big enough, therefore, that person must be taxed. "The state is saying that if you are sending up to a GH¢100 a day, cumulatively you can send up to GH¢3000 a month, that is all going to be tax-free. Now if you have more than a GH¢100 to send a day, then you're not poor. So if you really are poor and you are in a position to send a GH¢100 a day, then we need to re-classify our definition of who the real beneficiaries are. The Ghana Investment Promotion Center (GIPC) on Wednesday, 17th November 2021, launched the second edition of Taste of Ghana, purposed to showcase and celebrate Ghana’s unique culture in grand style. The launch, which took place at the Centre’s premises, served as the official outdooring for the main event dubbed ‘Taste of Ghana 2.0”, scheduled to take place on the 27th of December, at the Forecourt of the State House. Under the theme “Our Language. Our Identity. Our Pride”, the festival will feature various indigenous cultural elements (music, poetry, theatrical performances, food, clothing, etc.), with an emphasis on the use of Ghanaian languages to create a truly Ghanaian experience. This year’s Taste of Ghana event will encompass inputs from all the 16 regions in Ghana, with the aim of ensuring a fair representation of the unique and heterogeneous cultures across the country. With COVID-19 security in mind, the event grounds will be set up in streets with popular landmarks in selected regions, e.g.; Osu Oxford Street, Bantama High Street etc. with Vendors displaying merchandise peculiar to those regions. The Ghana Football Association (GFA) has closely monitored developments in South Africa, both by the Football Association and the media after the FIFA World Cup Qatar 2022 final Group “G” game between the four-time African Cup of Nations (AFCON) Winners and three-time World Cup participants and World Cup Quarterfinalists, the Black Stars, and the South Africa national team, Bafana Bafana at the Cape Coast stadium. It is shocking, irresponsible, and outright disrespectful to note that our colleagues from South Africa Football Association (with whom we have good relationships and mutual sporting respect) have chosen to spread falsehoods to the media rather than project the real picture of events before, during and after the game. First and foremost, before the game itself, lies about the distance between Accra and Cape Coast were released to the extent that it was alleged that the South African football team took nine (9) hours to make the journey from Accra to Cape Coast after they arrived in Ghana. Then again, the official handle also tweeted during the match that the South African team was being intimidated, molested, and robbed in Cape Coast. The truth: The truth is that the distance from Accra to Cape Coast is only 79 miles (127 km). Unfortunately for our colleagues, Cape Coast is a tourist’s city and many people across the world have been to Cape Coast and would be shocked to hear such a blatant lie from no less a Football Association than the SAFA. Our colleagues forgot that we defeated them 2-0 in Cape Coast in November 2019 in a Cup of Nations qualifier. The total driving time is just over two (2) hours and not 7 or 9 hours. Kindly note that the South African Team was led to Cape Coast by Police escort and motorcade. In fact, the South African team got to Cape Coast before the Black Stars got to Cape Coast. We urge every South African and all well-meaning football followers to google the distance from Accra to Cape Coast. Thus, the SAFA started creating a foundation for a mountain of lies even before the game day itself. Out of respect and sportsmanship, the Ghana Football Association kept its focus on the match itself unlike our colleagues at SAFA. Then again, these allegations cast a doubt on the good job done by the officials of the South African Embassy in Ghana. In fact, FIFA and its regulations do not allow any team to travel on road for six (6) hours or nine (9) hours within a country. One may ask, why didn’t the SAFA report this to FIFA or CAF. (The FIFA standard is 200 km warrant a flight). Even though we believe that it is within the South African Football Association’s right to call for an investigation, if they feel that certain factors contributed to their loss, we wish to state that the way and manner lies, and allegations have been thrown into the public space has been very irresponsible leading to injury and violence. We wish to state categorically that the allegations are frivolous, baseless, and lack merits and should be treated with all the contempt that it deserves. These allegations from South Africa Football Association are nothing but a planned scheme and a calculated attempt to shift focus from the defeat, divert attention from their failure to qualify for the play-offs, and unjustly dent the hard-earned victory of the Black Stars. Is it not sad that even innocent Ball Boys (Ball Retrievers) were not spared in the allegations? In fact, the Ghana Football Association will not allow the SAFA to visit its incompetence through these allegations. Is it not strange that the Coach of the South African National Team thought that FIFA will use Head-to-Head when two teams end the group stage with the same number of points and had to be corrected by the media? The South African team actually thought Ghana needed a 2-0 margin to qualify when Ghana needed any win to qualify per the FIFA Regulations on the qualifiers. Again, is it not strange that when the Technical Team of the Black Stars was analyzing each player of the South African team (including their goalkeepers and goals they have conceded and how they respond during penalty kicks) SAFA says competitor analysis is alien to the game of football. Maybe they should check from the top teams of the world. This is what The Black Stars do for the preparation of every match, as it is expected of every professional football team setup. Indeed, it has become necessary to respond to the baseless allegations because it is imperative for us (GFA) to protect the integrity of football in Africa and across the globe. It is also worth noting that everyone associated with the game last Sunday (Home and Away Teams) worked independently, free of any form of intimidation or fear. In fact, the official photographer and media team attached to the Bafana Bafana worked with maximum collaboration and with great assistance from the media team of Ghana, as were all other officials. The Black Stars is a globally accepted brand that would not indulge in any act to bring the game into disrepute. Ghana has been to three FIFA World Cup Tournaments and remains the only African country in history to win the FIFA World Youth Championships in 2009. We worked very hard for the victory against South Africa. The Black Stars played well and won on merit without any form of support from the officiating officials. The Ghana Football Association called on the South African Football Association to responsibly accept defeat and show respect to the Black Star’s achievement on the field, for this is not the first time Ghana has defeated South Africa and this will not be the last time. In fact, every South African knows the pedigree of the Black Stars in football, a reason the team has a lot of following in South Africa. The GFA will continue to project the positive image of football and protect the integrity of the game across the globe. The GFA wishes to state clearly that we will always operate within the FIFA Regulations and focus on our next match which is a play-off against any of the qualified teams we may be paired against. As a good sporting Association, we know that Bafana Bafana gave it their all but lost to a better team (and must be forthright to tell the South African public this). Don’t be desperate In a situation where you collect her number, don’t make the mistake of calling her that day. She remembers all the people she gave her contact to that day. Calling her the same day makes you look desperate and cheap. Rather, wait for a day or two and give her a call. Never make the mistake of assuming that she’ll forget you. If you followed the previous steps properly, she won’t forget you in a hurry. She’ll probably be wondering “why didn’t he contact me immediately like other guys do” making her more attached to you. 5. Fix a date This is the last step and a very important one at that. After getting to know each other better and talking now and then, you must fix a date for you guys to meet. Don’t make the mistake of giving her the option of fixing a date. This happens when you as questions like “when will you be free for a date?” Rather you’ll be like “Dolly, let’s meet at Frankie’s restaurant at 4 pm on Saturday.” After this, wait for her response. The Senior Vector Control Officer at Zoomlion Ghana Limited (ZGL), Mr Enoch Mintah, has reassured Ghanaians of his outfit's preparedness to contain any ensuing danger of infection during the yuletide. Characteristic of the yuletide, according to him, sees the return of many Ghanaians from the diaspora and with the coronavirus pandemic still around, the possibility of importing the virus into the country remains very high. But speaking to journalists during this month’s disinfection exercise at the Kotoka International Airport (KIA) on the dawn of Wednesday, November 17, 2021, Mr Mintah stated that Zoomlion was well poised to safeguard the country's entry points from the Covid-19 disease. He stressed that the disinfection of the airports has become even more crucial, especially as Christmas was drawing closer. He therefore, urged the government to continue with the enforcement of all the other Covid protocols including disinfection of public places. “Disinfection of public spaces helps to protect the public largely against the virus, and therefore very important,” he said. On the exercise, the Zoomlion disinfection crew carefully disinfected all facilities of the various terminals at the KIA. These included janitorial rooms, arrival and departure halls. Tables and chairs in the various officers of the airport were wiped clean with disinfectants in addition to other touchable surfaces. What is more, open spaces of the airport also benefitted from the operation with the use of an atomiser. The monthly airports’ disinfection is a collaboration between the government and waste management company, Zoomlion. It is aimed at ensuring that the nation’s airports are safe from any Covid-19 tendencies, and also to protect staff members and passengers who use the airports. The Minority Leader, Haruna Iddrisu has wondered what the nature of the economy would be when President Akufo-Addo’s administration exits office in 2025. The Tamale South MP, who believes former President John Dramani Mahama will succeed President Akufo-Addo, said the mismanagement of the economy will give the next NDC government extra work to clear the clogged system. He said the Akufo-Addo administration has purposefully withheld certain important statistics to give the impression that the economy is thriving when it is not. “One of the clever things that the Finance Minister has done is to accumulate arrears and fail to report it and paint a picture of a rosy economy but it will come to haunt us. “In fact, I worry about the nature and character of the economy that John Dramani Mahama will inherit in 2025 because they [government] are not clear with the data,” he said on Wednesday, November 17, 2021. Having a strong conviction that all the Ministries, Departments and Agencies (MDAs) have arrears that have not been accounted for, Mr Iddrisu said the phenomenon will create a looming problem for the country. The Minority Leader’s statements came prior to the presentation of the 2022 budget and economic planning by the Finance Minister, Ken Ofori-Atta. Already, the Finance Minister had hinted the budget was going to be heavy on job creation and entrepreneurship. According to Mr Ofori-Atta, government is committed to putting in place those measures that will help deal with the unemployment situation in the country as well as recent challenges with the employment of fresh graduates for the public sector. But speaking on Joy FM’s Super Morning Show, Mr Iddrisu noted Ghana is treading the path of economic crisis. IGP Meets Transport Operators, Assures Them Of A Joint Effort To End Road Crashes (VIDEOS) The Inspector-General of Police (IGP), Dr. George Akuffo Dampare has met with Transport Operators at Neoplan Station in Accra. According to the Ghana Police Service, it will work together with the Transport Operators to help end road accidents. Addressing Journalists on Wednesday, Acting Director-General of the Public Affairs Department of the Ghana Police Service, ACP Kwesi Ofori said "This meeting is to discuss road carnage and also to find out effect strategies that we can map out to tlreduce it to the bearest minimum" He added that the IGP has engaged all transport organisations including the GPRTU among others. "We have agreed to form a technical committee to work on it and see how best we can make the travelling public safe on our transport system and reduce accident completely." On his part, the General Secretary for GPRTU, Godfred Abuguri said "We have come to discuss is that the IGP has all the Transport Operators at heart and their welfare. He commended the IGP for his good works adding that the polce boss seeks to have an accident free Christmas which is a laudable idea. "We had to also confront him with some of the challenges facing our operations. We have mentioned some and we see this meeting as an eye opener to go back and update our drivers on what has beenn discussed here" He appealed to transport operators to be of good behaviours to avoid having problems with the police. The General Secretary of Tiger Transport Services Association, Emmanuel Pink Danquah said "Ghana is over 60 years and we should have been having dual carriage. Most of our roads are serving vehicles from Burkina, Togo among others" We are pleading to government to do something about it adding it will help reduce accident.
