Dr Lawrence Edusei, a pathologist, has told the High Court in Accra that the post-mortem examination he completed on the late Member of Parliament (MP) for Abuakwa North Joseph Boakye Danquah Adu’s body in 2016 was taken after robbers entered into his house. On Monday, January 31, 2022, Dr Edusei testified for the prosecution in the Criminal Court 5 division of the High Court, saying he was away at a conference in Germany when robbers entered into his residence and stole the examination report. Dr Edusei testified during cross-examination by lawyer Yaw Danquah that many stabs on the deceased’s body and neck led the team to the conclusion that exsanguination was the cause of death. “After the post mortem examination, I typed my own report on my PC. In 2016, while I was at a conference in Germany, thieves broke into my house and packed everything. Because we do have the same information in the Police Hospital, I accessed it in 2018,” the Pathologist told the court. The case has been adjourned to February 1, 2022, by the court presided over by Her Ladyship Justice Lydia Osei Marfo, for more cross-examination. The Pathologist (PW5) was followed by Samuel Berko Sarkodie, the late MP’s driver (PW1), Samuel Apraku Mensah, his night security guard (PW2), Kennedy Koranchie, a mobile phone repairer (PW3), and George Amofa, as the first five of the state’s ten witnesses. On February 9, 2016, at the age of 50, Joseph Boakye Danquah-Adu was murdered in his Shiashi Legon Home. The prosecution’s preliminary facts showed that the former MP and his family lived in a one-story house near East Legon, an Accra suburb, while major suspects Daniel Asiedu and Vincent Bosso lived in Agbogbloshie, also in Accra. On February 8, 2016, at about 11:40 p.m., the MP was escorted home in his private automobile. The driver returned home after handing over the car keys to Mr Danquah-Adu, after which the MP retired to bed in a room on the first floor of his residence. Asiedu is believed to have gotten inside the residence with the help of Bosso, who scaled the wall on the blind side of a security guard who was fast sleeping. While Mr Danquah-Adu was sleeping, Asiedu chose a ladder, went onto a porch on the top level, and entered the MP’s bedroom through a window. The MP awoke and grabbed Asiedu while he was exploring the room. Asiedu stabbed the MP in the right chest above the breast during the battle. As a result, the MP gripped the knife, and Asiedu drew it through his hand, causing a severe cut in his palm. Asiedu stabbed the legislator three times in the right side of his chest and neck after he bled profusely and slumped on his bed. The Municipal Chief Executive (MCE) for Ablekuma North Municipal Assembly, Kofi Ofori (Bela) has charged the general public to partake in the 'operation clean your frontage' exercise introduced by government to help keep the country clean. According to him, the exercise is not meant for Zoomlion but rather the citizenry. In an exclusive interview with Thinknewsonline.com, the MCE said "Now, it is no more the work of zoomlion rather, it is the work of the citizens to clear their frontage. Every household is supposed to take care of their frontage and that exactly what we are preaching" The MCE also added that the sensitisation exercise has helped him identify some challenges facing the public and that their problems will be solved. Hon. Kofi Ofori further noted that persons who flout the directives will be made to face the wrath of the law. "The operation clean your frontage is not the duty of the Assembly members. We don't want to give the Assembly members as work to do. We don't want people to apportion blames on them" The MCE also mentioned that wrong-doers will be fined GHc1,200 or made to serve a three (3) or six (6) prison term or both. He was hopeful that the people of Ablekuma North Municipal Assembly will come out in their numbers and partake in tye exercise to avoid being arrested by the town council or Assembly. Waste management companies contracted by the Greater Accra Regional Coordinating Council (GARCC) for the ‘Operation Clean Your Frontage’ project have assured the Greater Accra regional minister of their readiness to ensure the success and also help sustain the initiative. According to one of the companies, Zoomlion Ghana Limited, measures and logistics were far in place to spearhead the long-awaited project that aims to encourage residents, particularly in the national capital to clean their immediate surroundings and environs. Zoomlion is teaming up with a Turkish company to provide transfer stations in all the 29 metropolitan, municipal and district assemblies (MMDAs) for easy transportation and recycling of the waste. Speaking to the media, the Executive Chairman of Jospong Group of Companies (JGC), Dr Joseph Siaw Agyepong, commended the Greater Regional Minister, Hon. Henry Quartey, for his bold step and leadership to ensure the national capital is clean and safe for residents. To ensure the sustainability of the project, he said his outfit (Zoomlion) will be providing logistics and personnel for the clean your frontage initiative. He went on to add that the first four transfer sites were ready to commence work as the enforcement of the initiative kicks off in the Greater Accra Region. “Designs have been done, equipment have been imported, and currently, we are looking at eight sites but four are ready,” he disclosed. According to him, transfer solid waste stations will be in Mallam, Madina, Ashaiman and Weija to support the Achimota and Accra solid waste sites. The urgency of these solid sites, he explained, was to help in the collection of the waste from the project, adding that these transfer sites were well designed to handle any pressure. Further, Dr Siaw Agyepong disclosed that 2000 brand new tricycles designed for Accra provided with containers as well as 60 brand new trucks to support and sustain the initiative were ready. “We are going to see how to position ourselves strategically to render efficient services to the people of Ghana,” he stated. The executive chairman of JGC made this known at a ceremony to embark on sensitisation and education in the Greater Accra Region at the Independence Square in Accra on Tuesday, February 1, 2022. The day was set aside by the GARCC to engage citizens in the region on the need to support the Operation Clean Your Frontage agenda in keeping Greater Accra clean and safe. Early on addressing a parade of security personnel, national service personnel and staff of the 29 MMDAs in the region, Hon Quartey indicated that the ‘Operation Clean Your Frontage’ project was ‘not for Henry Quartey’ but for every citizen residing in the region. ‘Operation Clean Your Frontage,’ he further stressed, should not be seen as a political machinery to deprive people of their daily bread but to bring about sanity and clean environment, hence the safety and wellbeing of people in the region. He therefore, charged residents in the region to own it, participate and ensure its sustainability. Dubai, he noted, has become a destination for many tourists because of systems working and citizens abiding by laid down laws, stressing that “Ghana can become the Dubai you want to travel to when citizens abide by the laws and regulations laid down by city authorities.” Touching on the role of national service personnel in the initiative, Mr Quartey made it clear that they were on board to support the MMDAs to sensitise and educate the people on the importance of supporting the project. He further said, 1,200 out of the 3,500 people recruited were currently at training and expected to pass out in March this year, to serve as task force to ensure the success of the project. All key players in the sanitation sector, he said, were involved to see to the implementation and enforcement of the bye-laws in the various MMDAs in the Greater Accra Region. According to him, the project was not a one day wonder but a continuous exercise to make the capital city clean. ‘Operation Clean Your Frontage’ is a project initiated by the Greater Accra Regional Minister, Henry Quartey, with the purpose of making Greater Accra work, hence to ensure the streets, homes and communities are clean for the wellbeing of Ghanaians.” MMDAs in the region have been tasked to ensure cleanliness on their frontages to give the city a new facelift that will be befitting of a national capital, he averred. The agenda was formulated by the GARCC under the leadership of the regional minister, in response to His Excellency the President, Nana Addo Dankwa Akufo-Addo’s, vision of making Accra the cleanest city in Africa. In addition, assemblies would create extensive awareness on sanitation and cleaning bye-laws and commit to enforcing the bye-laws, deployment of City Response Team, evacuation of accumulated refuse at sanitary sites and other locations, transfer stations in MMDAs as well as daily sweeping of streets, kerbs, walkways, and open spaces among others. Meanwhile, the expected short-term and long-term outcome of these initiatives will be first and foremost, cleaner and more hygienic environments, reducing pest infestations, protecting the environment and the health of the citizenry not forgetting clean air and clean streets and walkways. The Deputy Minister for Lands and Natural Resources, Hon. Benito Owusu-Bio says in the medium to long term, the Sector Minister, Hon. Samuel A. Jinapor in capacity as political head of the Ministry is in discussions with the private sector and other stakeholders to undertake a comprehensive land reform which will transform operations at the Commission. The Deputy Minister said this during the Sod-Cutting ceremony for the construction of Lands Commission District office in Tema, on Tuesday, 1st February, 2022. He explained that the construction of the Tema District office forms part of government's decentralisation drive in the land administration, adding that " this is also in line with Sustainable Development Goal 1 (1.4.2) which seeks to promote control and access to land services". He further stated that the 0.33 acre of land is to be developed into an ultra-modern single storey office building with a state-of-the-art facilities for effective land service delivery. Hon. Benito disclosed that the Tema office is the beginning of many district office complex to come in some selected districts accross the country. He said the building is expected to be completed in 12 months, adding that the new complex will deepen the integration process by accommodating all the four divisions of the commission. In his keynote address, Hon. Benito reconted saying that Land administration in Ghana has undergone and is still going through several phases in the bid to streamline the process that governs Land acquisition, it's management and disposal. He opined that in the quest to improve service delivery and to address challenges of land administration in Ghana such as manual nature of land records, inadequate office infrastructure, poor working environment and limited staff capacity, the Lands Commission has embarked on a number of initiatives including the  digitization drive to digize and automate records and registration processes of the commission, enactment of the New Lands Act ( Act 1036), recruitment of some 757 new staff between 2020 & 2021, and the establishment of offices in the six newly created regions. He encouraged the staff saying that with all these efforts being made " you need to continue supporting the National Lands Commission Board and Management to achieve government's objectives of reducing the turnround time for registration. The Chairman of the Commission, Mr. Alex Quaynor in his opening remarks expressed his gratitude to the Tema Development Corporation (TDC) for the Lands space to build the new office. He said the commission has already embarked on a number of infrastructural projects to improve service delivery but believes that with the support of government they will be able to better. " I can say that the Ministry of Lands and Natural Resources and the management and board of the Lands Commission are committed to improving service delivery across all the Commission's offices in the country and it's not going to be limited to Greater Accra or Tema" Mr. James Dadson, the Ag. Executive Secretary of the Commission in his welcome statement said that in the bid to eliminate the the phenomenon of transporting documents from the Tema office to Accra, the new building will house all the four divisions of the Commision to ensure operational procedures done in the Tema district is full and 100%. "The significant thing about this is when we finish this building, people will no longer have to go to Accra to transaction any business with regards to Land registration. All the services from start to finish will take place here in Tema" He added. The Executive Secretary also assured the staff at Tema that he is going to monitor to ensure that the building is completed within the 12months contract deal signed with Jonacom company Limited, the construction company awarded this contract. The Minister of Lands and Natural Resources, Samuel A. Jinapor has hinted of a government action against persons and institutions found culpable in the explosion incident at Appiate in the Western Region, stressing that the government will not spare anyone who is found to have shirked responsibility in the incident. According to him, the President Nana Addo Dankwa Akufo-Addo has taken keen interest in the issue and will crack the whip on anyone who breached the regulations in the process leading to the accident that claimed the lives of some Ghanaians. He also promised that the recommendations and findings of the committee will be implemented to the latter to ensure that such incidents do not recur in our country again. “I want to assure the country that the president is fully committed to ensuring that whoever is found culpable and whoever is found to have breached any rule will be made to face the full rigours of the law. Whatever lessons we have to learn, we will do so and do that dispassionately. Hon. Samuel A. Jinapor gave the assurance when the committee set up by the government through the Ministry to investigate the Apiate incident presented its report to him on Tuesday, February 1, 2022. He said that the work and report of the committee is exclusive of and ‘without prejudice’ to ongoing investigations by the Ghana Police Service and other state agencies. Hon. Jinapor stated that the report of the committee will serve as a guide to the government on the measures that ought to be taken to avert such situations and improve safety in the mining sector. The Chairman of the committee, Mr. Ben Aryee commended members of the committee for their sacrifice and thanked the Minister for the confidence reposed in them to execute the task. “I am convinced beyond equivocation that the comprehensive, dispassionate and objective work done by the committee will be put to action by the government”, he said. The Minister for Lands and Natural Resources, Hon. Samuel A. Jinapor, MP, on Tuesday, 1st February 2022, received the Report of an Investigative Committee put together to independently investigate the circumstances leading to the Appiatse explosion incident, and the extent to which those involved, complied or failed to comply with regulations relating to the conveyance, storage, possession, manufacture and use of explosives for mining, quarrying and civil works. The presentation of the Report follows an earlier preliminary report presented by the Minerals Commission, the regulator of the mining sector, following the incident. Presenting the Report, the Chairman of the Committee, Mr. Benjamin Aryee, a highly respected former Chief Executive Officer of the Minerals Commission, said, following the incident, which claimed some thirteen (13) lives and rendered several people homeless, the Minerals Commission carried out its investigations, in accordance with the Minerals and Mining (Explosives) Regulations, 2012 (L.I. 2177), and submitted a preliminary report to the Minister for Lands and Natural Resources. He added that given the complexity of the matter, the Minister set up a three-member committee to carry out independent investigations to corroborate or otherwise the report of the Minerals Commission. According to Mr. Aryee, the Committee visited the Appiatse community and had interviews with the chiefs and people of the community including eyewitnesses. The Committee also interviewed those who were involved in the incident including the truck driver, the police escort, the driver of the escort vehicle, among others. Also interviewed were officials of the companies involved in the transportation, including Maxam Ghana Limited, where the explosives were being transported from. Additionally, the Committee inspected and reviewed the log books of Maxam and the various police stations. Mr. Aryee thanked the Minister for the opportunity to serve and said he believes that, with the information gathered by the Committee, and the documents reviewed, the Report fairly represents the facts leading to the incident. He said the Committee, based on those facts, has made some recommendations for the consideration of the Minister. Receiving the Report, the Minister thanked the members of the Committee for the effort they put in to get the Report ready within a short period. He said he will review the Report as soon as possible, and implement the necessary recommendations, once satisfied. The Minister noted that the Terms of Reference of the Committee was limited to compliance with mining regulations. He stressed that the investigations and the Report, are without prejudice to any criminal culpability that may arise from the investigations being undertaken by the security agencies, nor does it constitute a bar to any civil liability that may arise. He expressed confidence in the security services to carry out criminal investigations and take appropriate actions. Mr. Jinapor also said in addition to rebuilding the community, the President of the Republic, H.E. Nana Addo Dankwa Akufo-Addo, is committed to ensuring that anyone found culpable is made to face the full rigours of the law. He assured that Government, through the Ministry of Lands and Natural Resources, will take immediate action on the Report. The Greater Accra Regional Minister, Henry Quartey has clarified that the National Service Personnel selected to embark on 'Operation Clean Your Frontage' exercise will be sensitising the general public on roll-out of the Bye-Law. According to him, the personnel will not be used for the exercise as falsely speculated by some section of Ghanaians. In a statement sighted by Thinknewsonline.com, he said "My attention has been drawn to an unfortunate propaganda that our National Service Personnel will be responsible for the cleaning on the 1st of February to mark the operationalisation of the 'Operation Clean Your Frontage' Bye-Law. He added that his outfit has graciously received confirmation of about 15,000 National Service Personnel, over 2,000 men and women drawn from the Security services and about 2,000 YEA and Zoomlion workers, joining the RCC. The Minister further stressed that the selected will be joining the RCC, together with 13 Metropolitan and Municipal Assemblies for a massive sensitisation drive to mark the commencement of the 'Operation Clean Your Frontage' bye-law. Government as part of efforts to reduce the cost of energy to Ghanaians and to create an enabling environment for business to thrive, has ensured the reduction of the OCTP gas price resulting in savings of at least US $ 72 million every year for consumers. This comes on the back of negotiations between the Government represented by the Ministry of Energy, Ministry of Finance and GNPC on one hand, and the OCTP partners (Eni Ghana and Vitol Upstream) on the other hand, to revise the gas price. It will be recalled that the OCTP gas price was negotiated in 2015 as part of the Gas Sales Agreement signed between GNPC and the OCTP partners. The negotiated headline gas price at the time was US$ 9.8 MMBtu to be escalated annually by a composite index that tracks movements in the United States consumer price index and Henry Hub gas price. MOU and Letter Agreement In subsequent engagements with the OCTP partners, an agreement was reached in a Memorandum of Understanding (MoU) dated 15th January 2019 to rearrange the funding of the Takoradi – Tema Interconnection Project (TTIP), such that it is treated as a loan borne by GNPC (on behalf of the state) instead of it being a development cost to be recovered through the gas price. GNPC is to pay the loan using credit accumulations on the Sankofa gas payment since first gas. The TTIP was completed in July 2020 at a total cost of US$ 126.4 million. Following further engagements and negotiations between GNPC and the Partners to exclude the TTIP cost from the delivered gas price amongst other measures, the parties agreed to reduce the gas price by US$2.26/MMBtu. The MoU was thus, signed to outline the broad terms and conditions for the price reduction, as well as the implementation plan. Subsequently, the parties negotiated a Letter Agreement – as a sequel to the MoU to implement the reduction. This letter agreement was signed by the parties in October 2021. Gas Price Reduction and Savings Owing to the execution of this agreement, there is an immediate reduction of OCTP gas price. Over the life of the project, the estimated savings to the nation would amount to about US$1.34 billion. Significance for the Ghanaian Economy The reduction of the OCTP gas price which yields the above savings is a major achievement by the government of Ghana and consistent with government’s overarching policy to reduce cost of electricity for businesses and individual consumers. Per the savings, lower electricity tariffs are being maintained, leading to decreased cost of doing business. The move will also contribute positively to the industrialisation drive of President Akufo Addo’s government with attendant benefits such as economic growth, employment creation and a boost in government revenue. The Management of Ghana Private Road and Transport Union (GPRTU) has interdicted its Central Regional Chairman, Alhaji Artey, over alleged financial malfeasance, embezzlement of funds, constitutional breaches among others since he took office in the region. A petition was presented to the management of GPRTU by three of his management team namely, the Vice Chairman, the 1st Trustee and the 2nd Trustee to remove the chairman from office on financial malfeasance and dictatorship rule. Based on the Petition, the management of GPRTU met with the Central Regional Chairman, Alhaji Artey and upon thorough deliberation, the chairman was asked to step down to allow investigation to take place in order to ascertain the veracity of the allegations. According to the National Communication Director of GPRTU, Alhaji Abass Imoro, the complaints came as a shock to management and therefore a crunch meeting was held at the region with all members involved in which a decision was taken to interdict the Central Regional chairman to allow further investigation. Alhaji Abass further said the complaints made in the Petition must be dealt with accordingly and so, the committee to be form would scrutinize and do detailed investigation on the matter and if the chairman is found culpable, management would take a decision. He therefore called for calm in the office at the Central region as investigation would commence soon since a committee is yet to be formed to ascertain the truth. “we asked all employees of GPRTU in the central region to remain calm and focus as the committee to be form would do a thorough job to ascertain the truth of the matter”, he added. Former Ghana Midfielder, Sulley Muntari has signed a one year deal for Hearts of Oak. The former AC Milan and Inter Milan midfield enforcer has been training with the Ghana Premier League champions for weeks now. The deal was announced TV3's Juliet Bawuah. Muntari is currently without a club after parting ways with Spanish side Albacete in the summer of 2019. This is the second time that the midfielder is training with the Phobians after first training with the club three years ago. Muntari started his career with the Ghana Premier League side Liberty Professionals before moving abroad. A Senior Lecturer at the University of Cape Coast, Prof. Victor Kwabena Yankah, has said “visionary leaders are short in supply in Ghana.” He says Ghanaian leaders, most often do not think ahead but only adopt knee-jerk and adhoc measures to address issues. Rather than being prudent in implementing policies that would be of benefit to the future generation, Prof. Yankah says short time measures are what Ghanaian leaders subscribe to. Citing Osagyefo Dr. Kwame Nkrumah as someone who exhibited visionary leadership, he admitted some leaders tried to be visionary in the Fourth Republic but to no avail. Eleven New Patriotic Party Polling Station Executives in the Upper East Region’s Bongo Constituency have been suspended. The Party suspended the eleven after they refused to follow the Regional Secretariat’s directions. The suspended executives had petitioned the Upper East Regional Chairman of the party, Lawyer Anthony Namoo, accusing the 2020 parliamentary candidate of the party for the Bongo constituency, Peter Ayimbisa Ayamga of financial malfeasance. They alleged that Peter Ayimbisa exploited his position as Bongo District District Chief Executive by using ill-gotten cash to build a home in Pusi-Namoo. The petitioners were unable to prove the charges against the 2020 Parliamentary Candidate during the investigation and were, therefore, asked to render an unequivocal apology, among other things. Upon failing to comply with these directives, the 11 have been suspended sine die, according to a letter signed by the Regional Secretary of the party, Cletus Innocent Ayambire. “The Petitioners above having blatantly refused to comply with the directives of the Regional Secretariat, coupled with the gross indiscipline and insubordination exhibited at the very benign directions from the Regional Secretariat through the constituency secretariat, we have been left with no option but to direct and instruct that the following Petitioners as can be found hereunder should be suspended from holding various Polling Station Executives positions indefinitely”. Confirming the suspension, a Memo signed by the Bongo Constituency Secretary, Anaane Johnson Ayikene said the petitioners wrote to the regional secretariat rubbishing the investigation that exonerated the accused and described the regional executives as stooges of the accused. “The Petitioners, upon receipt of the report and the recommendations contained in it, wrote to the Regional Secretariat through the Constituency, rubbishing the report in its entirety. Among other unprintable descriptions given to the report from the Regional Secretariat by Petitioners was that, Regional Executives were doing the bidding or for want of a better word, were stooges of Peter Ayimbisa Ayamga and as such will not cooperate with them any longer. The Regional Secretariat after going through the response from Petitioners deem their conduct as an affront and misconduct against the Party, hence the decision to suspend above from holding executive positions with immediate effect”.
