According to them, the food items serves as part of their widows mite in supporting the victims. "Our biggest challenge is how we are conveying the school kids to the Bogoso township because when the incident happened, we have relocated them to the camp here and the children have to go to school" "We have rented a mini bus that always takes GHc500 a day, so you can see that it is not sustainable. So we are appealing to Ghanaians or anyone who has a mini van and can donate it to us to carry the kids to school, we will be grateful" He stressed that once the mini van arrives, the Municipal Assembly will take it upon itself to sponsor the purchasing of fuel. However, a brother to the MP, Nana Mensah Kumah III has denied and confirmed his brother is still alive but unwell. The Supreme Court has ruled that a Deputy Speaker of Parliament can be counted during the formation of a quorum for parliamentary decision-making and participation in voting. The Court presided over by Justice Jones Dotse, therefore, affirmed the approval of the 2022 budget without NDC MPs’ participation. Private Legal Practitioner Justice Abdulai filed the case against the Attorney General. He had asked the Supreme Court to interpret Articles 102 and 104 of the 1992 Constitution and declare the action of Mr Osei Owusu as unconstitutional. He also wanted the Supreme Court to declare the whole proceedings in Parliament on November 30, 2021, which led to the passage of the 2022 budget as unconstitutional insisting the Deputy Speaker should not have counted himself as an MP when he presided over proceedings. However, in defence on behalf of the state, the Attorney-General (A-G), Godfred Yeboah Dame, argued that there is no express provision in the 1992 Constitution that stops a Deputy Speaker presiding over proceedings from voting or counting himself as part of MPs present to form the right quorum. He argued that the quorum in Parliament formed under Article 102 is different from the quorum formed under Article 104 of the 1992 Constitution. He stated that the quorum under Article 102 is for the conduct of business in Parliament, and that is why Article 102 provides that it should be one-third of members. “Given that Parliament presently is made up of 275 members, the quorum under Article 102 for the conduct of its business is 92 MPs,” the A-G submitted. According to the A-G, based on the clear provision of Article 102, any person presiding, either the Speaker or Deputy Speakers, is precluded from being part of that quorum. On the other hand, the A-G believes that the quorum under Article 104 (1), which deals with the determination of matters through voting in Parliament, requires at least half of all MPs, and such a quorum is not the same as the one in Article 102. Mr Dame contends that unlike Article 102, which precludes a “person presiding” from being part of the quorum, Article 104 (2) precludes explicitly “The Speaker”. The A-G, therefore, holds the position that only the person elected as “The Speaker” of Parliament is barred from forming part of the quorum under Article 104 when presiding, and not the Deputy Speakers who preside over proceedings. The Apex Court comprises Justices Jones Dotse, Nene Amegatcher, Prof Ashie Kotey, Mariama Owusu, Lovelace Johnson, Clemence Honyenuga, and Emmanuel Kulendi affirmed the arguments of the Attorney General. The President of the Republic, Nana Akufo-Addo, says Ghana has moved away from the earlier uncertainties that clouded her path towards progress and prosperity, and the last 29 years of democratic governance in the 4th Republic have generally been the period of the greatest economic growth in our history. Delivering a statement on “Ghana Day” at the ongoing Dubai Expo 2020, on Tuesday, 8th March 2022, President Akufo-Addo noted that “Our engagement at the Expo is themed on Opportunity, because we are a nation of unquestionably attractive opportunities.” According to President Akufo-Addo, Ghana is, today, the safest country in West Africa, it is the largest recipient of foreign direct investment in West Africa, and is ranked 3rd in the Ease of Doing Business Index in West Africa. “We are the new commercial capital of Africa by virtue of our hosting of the Secretariat of the African Continental Free Trade Area (AfCFTA), we are the 2nd largest cocoa producer in the world, we are the largest producer of gold in Africa, we are endowed with considerable deposits of bauxite, iron ore, manganese, lithium, oil and gas, diamonds, and timber, and we are geographically closer than any other country to the centre of the planet,” the President added. He continued, “We are a country where investments are secure and protected under a governance system where an independent judiciary upholds the rule of law and respect for private property rights.” Stressing that Ghana is “Ready for Business”, President Akufo-Addo noted that Government is determined to build a business-friendly economy that will enable Ghana get to the stage where the exploitation of the opportunities that are available will help her build an optimistic, self-confident and prosperous nation. “Indeed, prior to the onset of COVID-19, Ghana, in 2017, 2018 and 2019, that is during my first term in office, recorded annual average GDP growth rates of seven percent, making our economy one of the fastest growing in the world at the time. At the height of the pandemic, in 2020, we were, indeed, one of the few countries to record positive growth,” he said. Through the GH¢100 billion economic recovery programme, dubbed the Ghana CARES ‘Obaatampa’ Programme, the economy grew at a provisional 5.2% in the first three quarters of 2021, with a projected growth rate of 5.6% for 2021. “We are appear to be on the path of sustained economic recovery. We still, nevertheless, have some important challenges, but we see these challenges as opportunities which serve as catalysts for growth and the realisation of Government’s transformational agenda. This agenda is hinged, primarily, on creating space for the private sector to thrive, thereby growing the jobs that our young people need,” he added. The Supreme Court has ruled that the NDC MP for Assin North, Mr James Gyakye Quayson, has been duly served with a court process seeking to stop him from holding himself as a legislator. A seven member panel of the court, presided over by Justice Jones Dotse, said a substituted service ordered by the court had been effectively executed and therefore the case has been brought to the notice of the MP. The court, accordingly adjourned the case to March 16, 2022 and directed the MP to file his statement of case on or before the hearing date. Daily Graphic publication When the case was called Monday, the Daily Graphic publication of the notice took the centre stage after lawyer for the MP, Tsatsu Tsikata, raised an objection. Counsel argued that only the hearing notice was published in the Daily Graphic, instead of the whole processes as directed by the court. Also, counsel argued that the time was not ripe for hearing the case because the court indicated that the substituted service would take effect seven days after the publication in the Daily Graphic. Lawyer for the plaintiff, Mr Frank Davies, disagreed with the submissions of Mr Tsikata, and argued that the court ordered different modes of service and therefore the publication in the Daily Graphic should not be seen as the only mode of service. The court agreed with Mr Davies and held that the publication in the Daily Graphic was not the only mode for service directed by the court. According to the court, the posting of the court processes at the Supreme Court, the High Court at Assin Fosu and the residence of the MP was enough to bring the case to the attention of the MP. Over one hundred disgruntled members of the governing New Patriotic Party, NPP, in the Fomena Constituency of the Ashanti Region, are demonstrating against the party’s leadership and are threatening to defect to the opposition NDC over alleged preferential treatment of persons linked to the Independent MP for the area, Andrew Amoako Asiamah. The angry NPP supporters who demonstrated on Monday morning played campaign songs of former President John Mahama as they stressed that they will not be voting for the NPP in the next general election. “We will not vote for the NPP in the next elections. We will vote for John Mahama because at least, he has built a modern hospital for us,” one of the angry protestors stated. The disappointed NPP members held placards with inscriptions such as “let the NPP constitution work, John Boadu and co, we will resist the imposition of Asiamah, No unopposed in Fomena, we will defend the NPP constitution among others. In a bid to show their seriousness, the aggrieved protestors who are threatening to defect to the NDC then painted the NPP Fomena Constituency office in NDC colours. They then pasted posters of former president John Mahama on the building. The protestors have vowed to resist attempts by the Independent Member of Parliament for the area, Andrew Amoako Asiamah to be imposed on them in the next general elections. They allege that the leadership of the party has begun some machinations to favour supporters of the independent Member of Parliament as against those believed to be from other camps in the ongoing polling station elections. A spokesperson for the aggrieved supporters of NPP in the Fomena Constituency, Emmanuel Domah, told Citi News their protest is as a result of unfair treatment meted out to some party members by the party hierarchy. “We are opposing the imposition of an independent candidate in the Fomena Constituency. Also, the constitution of the party is not being followed strictly. Again, some party faithfuls who helped Nana Addo to win the general elections are being sidelined, and the party is rather favouring those in the camp of the Independent Member of Parliament for this area, Andrew Amoako Asiamah”. Waste Management Giant, Zoomlion Ghana Limited, has disclosed that it deployed over 400 personnel to ensure the Central Region, which hosted the 65th Independence anniversary parade, was clean. According to the company, its personnel started work from Kasoa to Cape Coast where they engaged in painting of road kerbs, cleaning the environment as well as hoisting flags on the main roads from Kasoa to the Cape Coast stretch. Speaking to journalists during the Independence Day parade on Sunday, March 6. 2022, in Cape Coast, Central Region, the Public Jobs Manager of Zoomlion in the Central Region, Robert Kingsley Ayemi, said his team which started work before the 6th Match, will continue to work even after the event to ensure that the Cape Coast Sports Stadium, the venue of the event and its surrounding communities, were always clean. "We deployed over 400 YEA personnel on every street in the region right down from Kasoa. Even after the clean-up exercise, we were painting kerbs along the road, hoisted flags from Kasoa through to Winneba, Mfantsiman, Yamoransah and then to Cape Coast,” he said. Mr Ayemi indicated that prior to the event, the National Committee tasked to see to the successful running of the event charged his outfit to make sure the venue and the entire region were clean, adding that the 65th Independence Day celebration was marked in a clean environment. "Before the start of the event, the National Committee met with Zoomlion to handle waste management issues at the venue and the region. We initially began with series of clean-up exercises at the Central regional capital, Cape Coast, where our personnel were mandated to pick every liter on the floor, and this is how we achieved success during the event," he explained. Actress Jackie Appiah has reportedly filed a lawsuit against Shatta Wale for making defamatory comments alleging her popularity of being an actress is untrue. Earlier in February, the dancehall artiste went on a rampage in a live video broadcast on Instagram where he sought to address a number of national issues he finds unpleasant. During his rant, Shatta Wale blatantly said Jackie Appiah is a “toto worker”, alleging she does not make her money from acting but through illicit clandestine means. Prof Atuguba asked the government to acknowledge the economic mess and try to deal with it. “We do not want coup in this country but if we do not act quickly we may have one in our hands. There is one thing to do now, prevent coup in Ghana since the climate and the environment, national and immediate international, are conducive for one. We must compel the government to acknowledge the current economic mess, they mostly, and previous governments, to a larger extent. “Ghana’s economic problems started before Covid-19. On balance, Covid-19 was a good thing for Africa and Ghana.” he said at a forum held by Solidare Ghana. Prof Atuguba received flak for this comment from a section of the Ghanaian public. Senior Advisor at the Africa Parliamentarians Network Against Corruption, Professor David Abdulai said, contextually, the conditions that gave rise to the overthrow of constitutionally-elected governments in some West African countries recently are not the same as those in Ghana. Professor Abdulai said on the Key Point on TV3 Saturday March 5 that “I think if the inference is to to support what happened in Mali, in Guinea , Burkina Faso, I won’t think it is right because each country has its context and culture" “So if you infer that in the case of Ghana I don’t think contextually it is right. One must also look at the fact that if you look at the developmental stages of coups of these countries, I can tell you Ghana is way beyond that" “Nobody really wants a coup d’état because first of all, in the current digital and globalized environment we are, it is going to impact our economy heavily, it will take years to recover because once some of the businesses leave they are not going to come back. Also the brand Ghana is going to be damaged. But in a democracy such talks or the warnings should be listened to.” A civil society activist who is the chairman of the Civil Society Platform on Oil Gas, Dr Steve Manteaw, had also said earlier that one of the causes of coups in most countries is the absence of an alternative to the governing party. He explained that the people must have no other opportunity for changing the government before they will think of taking the law into their own hands. But, he said, that is not the case in Ghana. In a Facebook post, Dr Manteaw said “Professor Atuguba was candid and brutally frank. No malice. However, he omitted one precondition for coups i.e. the people must have no other opportunity for changing the gov’t, which is not the case in Ghana.” Adansi Asokwa Member of Parliament Kobina Tahir (KT) Hammond also took a swipe at Professor Atuguba following the coup comment he made. KT Hammond questioned why, in his view, all the time some members of the opposition National Democratic Congress (NDC) who he described as irresponsible call for the Military intervention in the administration of the country when the New Patriotic Party (NPP) is governing. Responding to him at a press conference in Parliament on Wednesday March 2, KT Hammond said “Why is it that in the course of NPP administration every opportunity that the NDC get, not all of them to be fair, but the irresponsible ones are calling for intervention of the military?" “What is it about the Military?" “Let me tell Professor Atuguba that he doesn’t have the liberty to take leave of his brain, he does not have the liberty to take even half of his brain" “He owes it to his students and he owes it to the constitution that everybody including him has no reason to say the kind of things he has said. He is a Professor and of no other thing but of law, he understands the constitution" “This is the constitution that has made it very clear, anybody who attempts to subvert it commits the offence that he knows, he goes to make a statement like this.” He added “The Military knows what they are up to, they are a professional institution, their responsibility is to guide the territorial integrity of this country, period, they know it, they are not interested in dabbling in politics. The group before them had dabbled in politics and we are all witnesses to these happenings.
