The famous "Kume Preko," to wit, "You may as well kill me now" demonstration in 1995 was and is still described as the biggest ever to have been witnessed by any "non-performing" government in history. The protest has been replicated by a section of Ghanaians, led by Mr. Martin Kpebu, a private legal practitioner, today, Saturday, November 5, 2022. Then vibrant, outspoken, and fearless Nana Addo Danquah Akufo-Addo, now President of the Republic, together with his other frontiers—Dr Charles Wreko Brobbey, Kwesi Kwaku Baako, Akoto Ampaw, Victor Newman, Kwaku Opoku, Napoleon Abdulai, Pratt Jnr., Dr Nayarko Tamakloe, and Abdul Malik coined the 1995 protest. Reportedly joined by some 100,000 Ghanaians on some streets of Accra, the anti-government demonstration was mainly to protest the Value Added Tax (VAT) initiative, which was introduced under the Jerry John Rawlings administration. Reports also have it that that period was a period in which several hardworking citizens could not afford one decent meal a day. It was also said to be one of the most notorious periods of corruption in Ghana’s history, along with the late President Rawlings's dictatorial rule. Many have likened the 1995 experience to President Nana Akufo-Addo’s regime as taxes such as the electronic transaction levy (E-Levy) and petroleum taxes introduced by government have been pinching Ghanaians deep in pains.S Situations such as the frequent depreciation of the cedi, the frequent rises in food prices, general inflation rates, and hikes in the prices of commodities have inflicted so many hardships on the citizens. Some citizens have lamented of not being able to afford three square meals a day, similar to the situation in 1995. Also, the protesters claim the President has been a dictator as he has refused to sack his Finance Minister, Mr. Ken Ofori-Atta, whom many, including NPP MPs, believe has failed. The protesters demand the resignation of President Nana Addo Danquah Akufo-Addo and his Vice President, Dr. Mahamadu Bawumia, for a new government to be instituted to lead them out of the current economic quagmire. Minister for Foreign Affairs and Regional Integration, Ms. Shirley Ayorkor Botchwey, has represented Ghana at the Outreach Session of the G7 Foreign Ministers Meeting held from 3rd to 4th November, 2022 in Munster, Germany. The Meeting, which was hosted by Germany under its tenure as President of the G7, had in attendance, all Foreign Ministers from the G7 Group, namely, USA, Italy, Canada, Germany, United Kingdom, Japan, France and the European Union. Discussions during the outreach segment of the meeting centred on current geopolitical challenges, with particular reference to the ongoing Russia-Ukraine conflict and its impact on world trade, supply chains, energy, resilience of democratic institutions in the face the emerging threats to the rule based global order among other pertinent issues of mutual interest. The Hon. Minister was invited together with her counterpart from Kenya and the Chair of the African Union (AU) to engage with the G7 Ministers on existential threats posed by the restive Sahel region and the wider security implications it presents. Also on the agenda was the security situation in the Great Lakes region and the Horn of Africa as well as the recent peace accord brokered over the conflict between Government of Ethiopia and the Tigray Rebels and,how to practically implement the terms of the ceasefire so as to avoid a relapse to the status quo ante. The stakeholders also deliberated on efforts to tackle the climate crisis, as well as food and energy security as a consequence of the Russia-Ukraine conflict and proffered suggestions on how these pertinent issues may be resolved with a concerted effort. The Hon. Minister took the opportunity to hold bilateral talks with her counterparts from Japan, the United States, Germany, United Kingdom and Canada on the margins of the meeting. During the said meetings, the Hon. Minister discussed among others, matters of mutual interest, bilateral and multilateral cooperation in the light of Ghana’s tenure as Chair of the United Nations (UN) Security Council for the month of November, 2022. The Food and Agric Ministry has unveiled plans to help deal with the rising cost of foodstuffs in the capital city and beyond. According to the Minister, Dr Owusu Akoto Afriyie, the ministry will begin selling the foodstuffs within its premises to serve the public. Interacting with farmers in Sefwi Wiawso in the Western North Region, Dr Akoto Afriyie said the ministry is taking the initiative of making life easy for the ordinary Ghanaian. Explaining further, he said the ministry would link up directly with the farm gate to reduce the price build-up on the items. He said the relevant arrangements had been put in place to ensure the setting up of kiosks on compounds at the ministry to receive and sell the food to the general public. The intervention of the ministry follows an almost weekly and sometimes daily increment of prices of foodstuffs contributing to the food inflation for September 2022, hovering around 37.8 per cent. Landslides and flooding killed at least 42 people as heavy rain from an approaching storm lashed the southern Philippines, a disaster official said Friday. The storm unleashed flash floods carrying uprooted trees, rocks and mud overnight in nine mostly rural towns around Cotabato, a city of 300,000 people on Mindanao island. Many residents were caught by surprise as floodwaters rose rapidly before dawn, Naguib Sinarimbo, the spokesman and civil defence chief for the regional government, told AFP. Sinarimbo said 27 died in the town of Datu Odin Sinsuat, including 11 from a mountain village buried in mud, while 10 died in Datu Blah Sinsuat town and five were killed in Upi town. Teams in rubber boats had rescued residents from rooftops in some towns, Sinarimbo said, adding that 16 people were missing in the region. In recent years, flash floods with mud and debris from largely deforested mountainsides have been among the deadliest hazards posed by typhoons on Philippine communities. Mindanao is rarely hit by the 20 or so typhoons that strike the Philippines each year and kill hundreds of people. But those that do tend to be deadlier than those that hit Luzon, the main island. A long mountain range walls off most of Luzon from the Pacific, where most storms are spawned, helping to absorb the blow, the state weather service said. Local filmmaker Remar Pablo told AFP he was shooting a beauty pageant in Upi when the floodwaters suddenly came in after midnight and forced audience members to flee. A row of cars sat half-submerged on the street outside, his clips showed.“We were stranded inside,” said Pablo, who eventually waded through the water to get home. Rescuers carried a baby in a plastic tub as they navigated chest-deep water, a photo posted by the provincial police showed.– ‘It was a shock’ –Floodwaters have receded in several areas, but Cotabato remained almost entirely waterlogged. Sinarimbo said there could be more flooding over the next few hours because of heavy rain over mountains surrounding the Cotabato river basin. “Our focus at this time is rescue as well as setting up community kitchens for the survivors,” he said. The army deployed its trucks to collect stranded residents in Cotabato and nearby towns, provincial civil defence chief Nasrullah Imam said. "It was a shock to see municipalities which had never flooded getting hit this time,” Imam said, adding that some families were swept away when the waters hit their homes. The heavy rainfall began late Thursday in the impoverished region, which is under Muslim self-rule after decades of separatist armed rebellion. The state weather office in Manila said the downpours were partly caused by Tropical Storm Nalgae, which it expects to strengthen at landfall overnight Friday. Nalgae was heading northwest with maximum winds of 85 kilometres (53 miles) an hour and could hit Samar island late Friday or the Bicol peninsula on the southern tip of Luzon early Saturday. Nearly 5,000 people were evacuated from flood- and landslide-prone communities in these areas, the civil defence office said. The coast guard also suspended ferry services in much of the archipelago nation where tens of thousands of people board boats each day. Public Health Officers from the Accra Metropolitan Assembly (AMA) have arrested sixteen (16) persons for defecating in the open. The 16 persons were arrested during the early hours of Wednesday, when the Sanitation Task Force of the Assembly, led by Environmental Health Officers embarked on a special operation within the Okaikoi South Sub-Metropolitan District as part of continuing efforts to curb open defecation in the metropolis to ensure a clean and hygienic environment. They are Annan Tackie, Prince Nana Addo, Kwesi Agyei, Vincent Kumakpata, Kwame Eric, Shadrack Compaore, Atta Sackey, Kwaku Samuel, James Akumeah, Atta Kwei, Joseph Anele, Albert Makole, Kwaku Owusu Oduro, David Amoak, Amorbiri Ayariga and Osman Abubakari. Head of Public Affairs, Gilbert Nii Ankrah in an interview with the media said the culprits were either arrested for defecating in the open or dumping faecal matter into drains adding that they would be given the option to pay a spot fine and cautioned to refrain from such practices or face prosecution. He noted that as the Assembly was working assiduously to declare some communities’ open defecation free some unscrupulous individuals were also fighting to prevent its efforts and reiterated the AMA’s commitment to keeping the metropolis clean and safe to avoid the spread of diseases. “The Public Health Department, of the Assembly had mapped out some hot spots within the metropolis and had intensified its enforcement exercises to address the challenge…The operations have started and I can assure you that our Public Health Officers led by Madam Florence Kuukyi will be hard on them in accordance with the Assembly’s bye-laws,” he said. "It’s is unacceptable for anyone to defecate or urinate in the open or defecate in a bracket or chamber pot and pour in a drain… The 2017 Sanitation bye-law of the AMA states clearly that it is an offence to defecate in the open, drains, or one’s compound, or discharge effluent into the open, drains, a compound or the environment… Anyone found culpable is liable on summary conviction to a fine, not more than one hundred penalty units or a term of imprisonment of not less than thirty days and not more than six months or both; and in case of a continuing offence, is liable to a fine of not more than one penalty unit for each day that the offence continues, ” he added. He used the opportunity to urge residents without proper places of convenience to contact the Assembly for assistance or construct one to help eradicated open defecation in the metropolis and for people to see a reason to stop the practice. The leadership of NDC's Young Democrats has joined some members of the National Democratic Congress to petition the party leadership over the reinstatement of the sacked Ayawaso North Constituency Chairman, Baba Ahmed Tahiru. Ahmed Tahiru, who used to be H.E. Alhaji Said Sinare’s driver, was suspended by the party after allegedly lying to the police that his former boss and the current National Vice Chairman had given guns to some of the party’s youths to engage in violence in the strongholds of the NPP prior to the 2020 election. As a result, Alhaji Said Sinare was apprehended and charged with conspiracy to commit crime and unlawful possession of firearms. The group stated that, "Here’s a man who went to lie about a party national vice chairman, that he has armed people to resort to pandemonium, a charge that could have landed our national vice chairman in prison for many years, and the party. The general secretary, writes a letter reinstating him and allowing him to contest elections again?" Minister for Communications and Digitalisation (MoCD), Ursula Owusu-Ekuful (MP), says the Ghana Investment Fund for Electronic Communications (GIFEC) in collaboration with GIZ, this year, trained about 150 Persons with Disability (PWDs) on the use of handheld devices to access information and government services. She said that as part of the training, assistive technologies were provided to the PWDs to aid them in the use of the devices without difficulty – adding, that, several students with disability in Secondary and Tertiary institutions across the country. The Minister was speaking at the Ghana India Kofi Annan Center of Excellence in ICT (KACE) in Accra, when she delivered the keynote address during a workshop on Digital Accessibility for Persons with Disability in Ghana. According to her, People with Disabilities make up at least 30% of those who enroll in these digital skills training programs. The Ministry, she said has established the Ghana Digital Center, which seeks to provide the necessary environment, infrastructure, and services to support ICT growth and also position Ghana as a vibrant ICT hub. The workshop was organized by the E-Transform Project, World Bank, KACE, MoCD and the National Council for Persons with Disabilities, and it sought to provide the platform for stakeholders to discuss the importance of digital accessibility to the physically challenged, interventions that could be implemented, gaps in digital accessibility, and solutions to strengthen policy directives in this regard. “I believe digital tools provide the means for providing dignified sustainable jobs for all, and present an excellent opportunity to provide job ready digital skills for all and reduce unemployment, solving multiple problems for us all. Whether you are vision, hearing, speech, developmental or mobility impaired or suffer from any other disability, there is digital technology available to provide you with a decent quality of life. Disability is not Inability”, she reiterated. She commended the National Council on Persons with Disabilities for partnering with the MoCD in providing proposals to accelerate the inclusion of people with disabilities, which had been included in the Ghana Digital Acceleration Project, and scheduled to be implemented in 2023 with the support of the World Bank. The Minister noted that government was working assiduously to promote digital inclusion bearing in mind the benefits ICT provides to both the individuals and the entire country. “We are in the process of establishing regional innovation centers to provide citizens with access to these ICT facilities”, she said. Mrs Ursula Owusu-Ekuful said the Ministry, through GIFEC, had established Community Information Centers (CICs) in all districts with the aim to support access to ICT tools as part of the sustainability measures for digital training. According to her, the various interventions that have been undertaken by the Ministry and its Agencies was to narrow the gender digital divide. The Ghana Investment Fund for Electronic Communication (GIFEC) also conducts digital skills training for people in unserved and underserved communities to address the digital skills gap. The Hon, Minister used the opportunity to urge the private sector and developing partners to provide assistive technology-enabled handheld devices such as screen readers, magnifiers, captioning, transcription, subtitles, wearable devices, and others to help bridge the gender digital gap She also encouraged the youth including the physically challenged to utilise the Ghana Digital Centre and ICT Labs to develop ICT solutions aimed at addressing social issues including the peculiar ones faced by PWDs.
