It was a sorrowful mood at the Forecourt of the State House on March 17 as the world joined Ghana to mourn and lay its industrious son, Christian Atsu to rest. Some Foreign Diplomats from Turkey and across the world took time of their busy schedules to bid the Ghanaian International a final good bye. Reading a tribute in memory of her late husband, wife of the late Hatayspor and former Black Stars winger, Christian Atsu, Marie-Claire Rupio hinted that it breaks her heart to lose him to death. She noted her late husband did not die alone adding that a part of her went with him. Marie-Claire Rupio said "You didn't go alone, part of me went with you" "Your love is still my guide and though I cannot see you, you are always by my side" "You seemed to be immortal. The Member of Parliament for Ashaiman, Mr. Ernest Norgbe has said the payment of hospital bills for residents who suffered military brutalities at Ashaiman has now become a debt on him. Soldiers believed to have come from Michel and Burma Camp stormed Taifa on March 7, 2023 where the soldier was killed and started brutalizing residents. 184 residents were later arrested and conveyed to Burma camp where they were further brutalized. These residents were released after the real suspects who were hiding in Ashaiman were arrested by an intelligence led investigative operation by the police service. However, the Circuit Court in Ashaiman has remanded all the six accused persons who have been arrested in connection with the killing of a 21-year-old soldier, Imoro Sherif at Ashaiman on 4th March 2023. Speaking on Starr Today with Emmanuel Agyabeng, the MP stated he has been paying hospital bills, buying drugs, involving the services of psychologists among others for the victims of the military brutalities. "It has become a debt on me as the MP. I had a call from one at the hospital where I have to send money to be able to buy medicines. Some of them are still undergoing some kind of trauma, so I’m trying to organize a psychologist which I have spoken to, to talk to them. We are collating data to see whether we can arrange for some sort of compensation for all of them,” Mr. Norgbe stated. He further called on the government to work to prevent such military invasions which are causing pain and havoc on humanity. “My intention is to make sure that we stop this kind of invasion, a dangerous crime on humanity. It has come to light that one of the residents of Ashaiman who were victims of the widely-condemned brutality at the hands of soldiers recently has died. Military men brutalise Ashaiman residents over fellow officer's alleged murder by civilians in the area. The man, identified as Alhaji Mohammed Musah is said to have fallen while the armed military men were chasing the residents and he died subsequently. Lawyer and Spokesperson for Ashaiman Lives Matter, Emmanuel Kumadzi to Accra-based Starr FM, and the Member of Parliament for Ashaiman Earnest Norgbey corroborated the same to Citi News on Thursday, March 16, 2023. "The soldiers chased Alhaji Mohammed Musah to his house. So, when he got home, he fell and he already had a medical condition- High Blood Pressure. His blood pressure shot up caused by the soldiers chasing him to beat him, and he passed out, unfortunately,” starrfm.com.gh quotes Kumadzi as saying. On Tuesday, March 7, just a day after Ghana’s Independence Day celebration, armed soldiers believed to have come from Michel and Burma Camps stormed Taifa on March 7, 2023, and assaulted the residents. The brutalities followed the death of a young soldier Imoro Sheriff who was attacked and killed by some assailants on Saturday, March 4 while he was returning from a female friend’s house. The police have however arrested some six suspects who are currently on remand and assisting with investigations. During the swoop on Ashaiman, the soldiers arrested a total of 184 residents and conveyed them to Burma Camp. They were released days later; 150 first before the remaining 134. Meanwhile, the Ghana Armed Forces said the bloody operation was sanctioned by the Military High Command. Both local and international human rights organisations including Amnesty International, and CHRAJ, and individuals have condemned the conduct of the soldiers, describing it as a flagrant violation of the human rights of innocent people. The Defence Minister, Dominic Nitiwul, has issued a stern warning to the public with regard to killing of personnel of security agencies. He said the death of the young soldier, Sheriff Imoro, should be the last time a member of any of Ghana’s security agencies will be killed by the very people they have sworn to defend. In 2017, an army officer, Major Mahama was allegedly killed by some residents of Denkyira-Obuasi while he was on morning health walk. The young soldier was allegedly mistaken for an armed robber. "Let be the last time that men and women in uniform will be killed by the people they want to protect. Men and women in uniform – Ghana Armed Forces, Ghana Police, Immigration, all of them,” Mr. Nitiwul warned. He sounded the caution on Thursday when he led members of the Defence and Interior Committee on a fact-finding mission to Ashaiman to investigate circumstances leading to the death Sherrif Imoro and the subsequent brutality meted out to residents. The Committee’s first point of call was the residence of the deceased soldier where the Defence Minister said the killers will be made to face the full rigours of the law. He also consoled the family on their loss and urged them not to seek revenge for the demise of their relative. “…If it is not the will of God it will never happen. Those criminals would never have succeeded. God wanted it to happen that is why He allowed it to …Don’t take revenge as a family and as people of Ashaiman, the God of Ghana will answer for you. I know that it is difficult for all of us, but God has a way of defending the defenceless and Ghana will defend this family,” he said. He assured that the doors of the Ministry of Defence are open to the family. According to him, the President is very disturbed about the turn of events at Ashaiman, adding that the development “only tells us that we have a lot to do.” He noted that the military brutality of the residents of Ashaiman will be tackled at another forum. “We will address the military action at another time but today, we are here to commiserate with the family and to let you know that the state is with you. The people of Ghana are mourning with you and will support you throughout your journey of grief and afterwards,” he stated. “On behalf of the government, I want to extend our deepest condolences to all of you,” he added. According to him, the Ashaiman incident will be a stepping stone to addressing some happenings in the country. He urged Ashaiman residents to live peacefully with the security services in the area. He also commended the Police and intelligence agencies for their swiftness in the arrest of the suspects, adding that it is welcome and has served as a relief. He added that, “I hope our law courts will not say that justice is delayed. The Vice President, Dr Mahamudu Bawumia, has challenged State Owned Enterprises to aggressively review their activities in order to fulfil the aspirations for which they were established and also contribute their quota to national development. Commissioning an ultra-modern Head Office for the Bulk Oil Storage and Transportation Company Limited (BOST) in Accra on Wednesday, 15th March, 2023 Vice President Bawumia said a well-focused and –managed SOE is crucial to sustained national development, and it is important that the Managements and Boards of such entities live up to expectation. "I was delighted when I was informed that for the first time in ten years, BOST made a profit of GHS 163 million in 2021. It is evident that the turnaround of BOST has taken root. I would like to congratulate the Board, Management and staff for ensuring their stewardship and prudent Management of resources on behalf of the Government and people of Ghana" "This should be the blueprint for SOEs to enable them to contribute to the execution of government policies.  Imagine if 100 SOEs each made GHs163 million profit,” he emphasized. History Established in 1993, BOST operated mainly as a monopoly in the petroleum products storage and sales business until 2004 when the Government liberalized the sector by introducing privately owned Bulk Distribution Companies (BDCs). At some point in its history, despite its wide geographical presence across the country, with assets such as storage facilities, pipelines and marine infrastructure, BOST could not fulfil its mandate due to a number of reasons, including the freezing for almost a decade of the BOST margin, intended for developing, operating and maintaining the company’s storage and transmission infrastructure. This resulted in the lack of investment in the maintenance and upgrading of the infrastructure. Furthermore, inadequate management systems and corporate governance led to significant operational losses recorded by the company. The records indicate that as at 2017, BOST was saddled with trade liabilities of USD 624 million, legacy loans of GHS 284 million, BDC claims of USD 37million, CAPEX liability of USD 109 million and GRA tax liability of GHS 47 million. Additionally, 30% percent of BOST tanks had been decommissioned, with 3 out of the company’s 6 depots non-operational; 4 river barges were out of commission; the total network of pipelines (361km) across the country were out of service and 77 kilometres of 12 inch pipes, procured under a US EXIM facility, had been detained in Houston for over 10 years as a result of contractual disputes. BOST accounts had also been unaudited for 3 years, making it difficult to determine the company's financial position. Turnaround But, through the proactivity and major reforms undertaken by the present Board and Management, “I must say, and it deserves to be said loudly, that BOST is now a shining example of an effectively run State-Owned Enterprise” Vice President Bawumia declared. He continued, “I am delighted to state that between 2017 and now, 13 out of the 15 defective tanks have been repaired, all 4 river barges have been fixed, all pipelines which were out of service have been repaired whilst obsolete pumps, meters, and loading arms have been replaced at BOST depots." The result has been an increase in the utilization of BOST’s revenue-generating assets from 34% in 2019 to its current level of 97%.  The increase in the BOST margin, from 3 to 6 pesewas per litre in 2019 and subsequently to 9 pesewas in 2020, has contributed significantly to the execution of these projects. The turnaround of the business is significant, and this is demonstrated by the improved operational efficiency,” he noted. The Chairman of the Board, Ekow Hackman, hinted of even more reforms in the company’s operations, including automation of BOST depots across the country. The Ga Mantse, King Tackie Teiko Tsuru II, says the Greater Accra Region will decide the 2024 general election. He has, therefore, urged Mr Alan Kwadwo Kyerematen, Flagbearer hopeful of the New Patriotic Party (NPP) to have a social contract with the people of the Region – Ga Dangbe- in his bid to lead the NPP and become President of Ghana. “We will decide this election in 2024 because Accra is the pivot of the election" "Don’t take us for granted, build a social contract with the Ga Dangbe people and you will see the light,” the Ga Mantse said. He said this when the former Trade and Industry Minister and his campaign team paid a courtesy call on the Ga Traditional Council. The Ga King said the Ga-Dangbes were not happy about how they were being treated with no recourse to the Traditional Council regarding infrastructural development of the Region. “We are sad, we are sad about the way we are being treated in the capital. People just get up and go to places like Agbogbloshie and start building without any recourse to the Traditional Authority,” the Ga Mantse said, adding, “If your bid is successful, think about the release of our lands.” The King urged Mr Kyerematen to promote a national development agenda in his manifesto when given the nod so that his subjects (Ga Adangbes) would not be shortchanged. A Russian fighter jet forced down a US Air Force drone over the Black Sea on Tuesday after damaging the propeller of the American MQ-9 Reaper drone, according to the US military. The Reaper drone and two Russian Su-27 aircraft were flying over international waters over the Black Sea on Tuesday when one of the Russian jets intentionally flew in front of and dumped fuel on the unmanned drone several times, a statement from US European Command said. The aircraft then hit the propeller of the drone, prompting US forces to bring the MQ-9 drone down in international waters. Pentagon spokesman Brig. Gen. Patrick Ryder added Tuesday that the Russian aircraft flew "in the vicinity" of the drone for 30 to 40 minutes before colliding just after 7 a.m. Central European Time" "Our MQ-9 aircraft was conducting routine operations in international airspace when it was intercepted and hit by a Russian aircraft, resulting in a crash and complete loss of the MQ-9," Air Force Gen. James B. Hecker, commander of US Air Forces Europe and Air Forces Africa, said in the statement. "In fact, this unsafe and unprofessional act by the Russians nearly caused both aircraft to crash." The incident marks the first time Russian and US military aircraft have come into direct physical contact since Russia launched its invasion of Ukraine just over a year ago and is likely to increase tensions between the two nations, with US calling Russia's actions "reckless, environmentally unsound and unprofessional." Russian Ambassador to the US Anatoly Antonov said that Russia does not want "confrontation" between his country and the US after he was summoned to the State Department following the downing of the drone. "We prefer not to create a situation where we can face unintended clashes or unintended incidents between the Russian Federation and the United States," Antonov said. National Security Council communications coordinator, John Kirby said the US has not recovered the downed drone from the Black Sea, warning, "I'm not sure we are going to be able to recover it." "It has not been recovered and I'm not sure we're going to be able to recover it. I mean, where it fell into the Black Sea -- it's very, very deep water so we're still assessing whether there can be any kind of recovery effort mounted. "The drone flew with its transponders off, violating the boundaries of the temporary airspace regime established for the special military operation, communicated to all users of international airspace, and published in accordance with international standards," the ministry said. Kremlin spokesperson Dmitry Peskov Wednesday said relations between Russia and the US are at their "lowest point" and in a "deplorable state." According to Peskov, Russian President Vladimir Putin was briefed on the incident, but there was no contact at the highest level between Moscow and Washington.Peskov added that "Russia did not refuse constructive dialogue, and is not refusing it now." President Joe Biden was briefed on the incident by national security adviser Jake Sullivan on Tuesday morning, Kirby said on Tuesday afternoon. Defense Department officials "have not spoken specifically to Russian authorities" on the incident, Ryder said. Price said separately that the US has "engaged at high levels with our allies and partners" to brief them on the incident. He added that the US was "not in a position to speak to what the Russians intended to do" with the maneuvers, but that ultimately the intent mattered less than "what actually transpired." The US Defense Department is currently working to declassify imagery from the incident, Ryder said Tuesday. Ge also said that Russia has not recovered the downed drone.Speaking with CNN's Jake Tapper on "The Lead" on Tuesday, Kirby said the US has "taken steps to protect our equities with respect to that particular drone." "We obviously don't want to see anybody getting their hands on it beyond us," Kirby said. He added that the US rejects Russia's denial of responsibility, saying that people "should take everything that the Russians say about what they're doing in and around Ukraine with a huge grain of salt." Russian and US aircraft have operated over the Black Sea during the course of the Ukraine war, but this is the first known such interaction, a potentially dangerous escalation at a critical time in the fighting. The US has been operating Reaper drones over the Black Sea since before the beginning of the war, using the spy drones to monitor the area. Reaper drones can fly as high as 50,000 feet, according to the Air Force, and they have sensors and capabilities to gather intelligence and perform reconnaissance for extended periods of time, making it an ideal platform to track movements on the battlefield and in the Black Sea. According to sources, the fire began at a section where car tyres are been sold. Further information gathered indicates that some persons have been rushed to the Komfo Anokye Teaching Hospital. An eyewitness revealed that a young woman carrying a child jumped from the top of the building to save her and child. The eyewitness however expressed disappointment in the fire service saying two tankers who rushed to the scene had no water in their tanks.
