Board Chairman of the Economic and Organised Crime Office (EOCO), Raymond Dapaah Addo Esq. has charged the media to desist from publishing negative things about the government institution. According to him, such negative reportage creates bad impressions about the government institution. Speaking at an EOCO-Media Soiree in Accra, the Board Chairman said "The variety of questions being asked posed here shows the need to have had this conversation with Journalists. This is the first time Journalists have been invited into our premises and also to ask questions which relevant to the works that we are doing. Don't publish negative things about EOCO" "To further deepen the collaboration between EOCO and GJA, for your next awards, with the support from the Executive Director, we are instituting an award "Best crime reporter with bias towards EOCO" "So that the perception people may have about EOCO will change" He described EOCO as a friendly institution adding that the government institution only invites people for questions when the need be. "We respect your rights and we want you to feel free even if we are going to jail you, so that you will go to jail smiling" Taking her turn, Executive Director of EOCO, COP Maame Yaa Tiwaa Addo-Danquah said "We need to change the perception that people have about us. When you hear EOCO, there are different things that comes to mind" "Either, this place is very intimidating or ou come here and they don't receive you well and other things" "Some few weeks ago, we launched our five-years strategic plan 2023 to 2028 and one of the pillars of this strategic plans is to partner with the media. "We want the whole public to know about EOCO. "Sometimes, you also don't understand us. There are some cases that we are investigating, we want to wait small before we bring the information out but before you are aware, it already out. The Public Utilities Regulatory Commission (PURC) has announced an increase in electricity and water tariffs by 4.22 % and 1.18% respectively, effective 1 September. It follows the conclusion of regulatory process for the quarterly adjustment of tarrif by the PURC. The quarterly tarrif review mechanism seeks to track and incorporate changes in key factors used in determining natural gas, electricity and water tariff. A statement issued by the PURC on Tuesday (22 August)” The Commission however approved a 4.22% increase across board in the average end-user electricity tarrif  for non-lifeline residential customers.” “For the average end-user for water, life-line customers will experience no increase or change in tarrif. the Commission however approved a 1.18 % increase in tarrif for all other water customer group,” the PURC statement said. Chief Executive Officer (CEO), Minerals Commission, Martin Ayisi has clarified that the Minister of Lands and Natural Resources, Samuel A. Jinapor has not approved any contract, transaction, deal or stake for any person, company or entity in respect of the Ewoyaa Lithium project. According to the CEO, the Commission is by law mandated to make recommendations to the Minister for the grant of mineral rights including a mining lease. In a communique sighted by Thinknewsonline.com, it read "Consequently, the Minister of Lands and Natural Resources has not approved any contract, transaction, deal or stake for any person, company or entity in respect of the Ewoyaa Lithium project" He added that the Commission has not made any such recommendation for the grant of a mining lease to the Minister for the development of the lithium deposits at Ewoyaa. Mr. Ayisi stressed that Atlantic Lithium Limited still holds a prospecting licence in the name of its local subsidiary Barari Development Ghana Limited. "In this regard, negotiations are ongoing with Atlantic Lithium Limited on the development of the Ewoyaa Lithium deposits in the Mfantseman Municipality of the Central Region" The Minerals Commission noted that its attention has been drawn to a news release by Piedmont Lithium in respect of the company’s acquisition of a stake in the Ewoyaa Lithium Project in Ghana. "The Commission wishes to inform the public that Cabinet on 27 July 2023 approved a new policy framework for the exploitation, management and regulation of lithium and other green minerals in Ghana" It added that the overarching goal of the new framework is anchored on the principle that the exploitation of green minerals including lithium must benefit Ghanaians who are the true owners of the mineral resources. The Government of Ghana says it has instructed settlement of the GHc2.4 billion first coupon payment of Domestic Debt Exchange Program (DDEP). The Ministry of Finance took to its social media handle to make the announcement. In a tweet sighted by Thinknewsonline.com, it tweeted "In line with government’s commitment to the continued success and credibility of Ghana’s domestic debt operations, instructions have gone out for the settlement of the ~GHC 2.4 billion first coupon payment of the DDEP, due today. #ResolvingTogether #GhanaRising" It also noted that new bonds now stand as the dominant instruments in its domestic bond market, laying the basis for rapid recovery. Police have given greenlight for a massive demonstration scheduled to hit Koforidua, Eastern regional capital Saturday August 19, 2023 over deteriorating roads in suburbs of New Juaben North and South municipalities. Police and organizers of the demonstration calling itself Koforidua Development Advocates (KDA) on Friday finalized routes for the demonstrators. The demonstration is set to be held simultaneously in communities with poor roads such as Apenkwa, Agbogri, Nyamekrom, Monrovia, KTU area, Asokore, Oyoko, Akwaadum, Mpaem, Simpoa Miensa, Zongo, and neighboring areas in New Juaben North and South municipalities. Banners have been hoisted in the communities to raise awareness. The group suspended a similar action almost two months ago following intervention by New Juaben Traditional council for the demonstrators to give city authorities grace period to fulfill promise to fix the roads within stipulated period. On the back of this, the member of Parliament for New Juaben South Michael Okyere Baafi announced that 80% of Koforidua roads had been awarded to contract but delayed due to IMF deal however assured were going to be fixed. Although portions of Koforidua major town roads have since been asphalted the contractor has left over non-payment leaving other roads to suburb communities to deteriorate as the rainy season unleashes incessant rainfalls making them almost unmotorable. A statement issued by convener of the demonstration, Agbodo Komla Godsway called upon all community members to unite for the non-partisan campaign to get the roads fixed. It’s time to demand better roads, street lights, and essential amenities for our neighborhoods. We are organizing a peaceful demonstration to press the authorities and make our voices heard”. Media Personality, Nana Ama McBrown has been tasked with the responsibility of taking care of late Actress Suzzy Williams’ mother. Earlier in an interview with N0.1FM, Suzzy Williams’ mother disclosed how she has since been battling financial crises, adding that her landlord is even threatening to kick her out of her apartment due to the inability to pay rent. She made this statement while lamenting neglect from Suzzy’s supposed ‘industry godmothers’ and colleagues since the actress died 18 years ago. Sovereign Debt is otherwise called Government Debt or Public Debt or National Debt Ghana Government borrows mainly to finance the national budget for economic development, honour statutory obligations and service legacy debts. Broadly, Ghana incurs sovereign debt by issuing bonds, bills, other securities or by going for loans from bilateral sources and multilateral organizations such as IMF, World bank and AfDB. National debt is either owed to foreigners or to Ghanaians (i.e. debts by nationality of creditors) and tend to be in either foreign currencies or in Ghana cedis (i.e. public debt by currency of debt) as well as whether creditors are individuals or businesses that are either private or state-owned. Nations Running Deficit Financed Budgets Need Public Debt to Transform their economies Public debt in whatever form is to be repaid on its terms whenever it falls due and failure to do so results in sovereign default. Sovereign default is failure or refusal of a government to repay its debts when due. It broadly occurs when government fails to make timely interest (i.e. coupon payments) or principal repayments on debt, whether that debt is a loan, or a security or a bond or bills. Sovereign default is either a missed payment or multiple missed payments on debt. Are bonds safe haven or merely myths of security? Bonds are contracted on stated terms, thereby making it a fact that no two bonds are identical in form. However, one thing that remains clear is that regardless of the nature of bonds, bond issuers are bound to pay bondholders in line with agreed terms anytime they mature without which hell may break loose! Historically, many nations had defaulted on their sovereign debts and classic examples of such nations were: Spain defaults in 1557, 1560, 1575 and 1596; Russia’s defaults in 1918, 1998 and 2022 due to imposition of economic sanctions for its invasion of Ukraine; Chile’s default in 1832; Several Latin American countries defaulted in 1820s; Greece defaults 2010 and 2015; USA defaults in 1970s; Puerto Rico’s default in 2019; Lebanon 2020 default due to years of government corruption and wasteful borrowing and Argentina’s 1999-2002 defaults. Sovereign defaults across space and time had been due to several factors There are several reasons why governments across the globe default on their debts and these broadly include: (i) reversal of global capital flows; (ii) unwise lending, (iii) fraudulent lending, (iv) excessive foreign debts, (v) poor credit rating history, (vi) unproductive lending, (vii) degree of dependence on external financing and rollover risks, (viii) weak revenues, general state of the economy and public finances, (ix) rising interest rates and level of purchasing power; (x) change of government as was the case with Denmark’s default in 1850 and Russian default in 1917; (xi) demise of states as occurred when Russia metamorphosed into Estonia, Russia, Georgia, Ukraine and others; (xii) incidence of wars and revolutions as were the cases of World Wars I and II and Russia invasion of Ukraine in 2022 due to imposition of economic sanctions; (xiii) incidences of force majeures and pandemics likes Spanish flu, Malaria and recent incidence of Covid-19; (xiv) economic mismanagement and degree of openness to external trade; (xv) political corruption; (xvi) size of exploitable natural resources and (xvi) incidence of financial crises. Debt restructuring is an option governments exercised whenever they become debt distressed Ghana recently became debt distressed due to incidences of Covid-19 and Russia-Ukraine war and certain domestic challenges and had successfully restructured her domestic public debt in her bid to bring public debt to sustainable level. This debt exchange accounted for best practices across the world by persuading creditors to write off part of their debts in exchange for reduced debt service payments. It is an open secret that drama has unfolded following Ghana’s debt restructuring with notable being Pensioner Bond Holders Forum picketing at Ministry of Finance in protest of their inclusion in Domestic Debt Exchange Programme and payment of their coupons when they fell due. Ghana risks paying dearly should she default in repaying her restructured sovereign debts in this August when they Mature. Governments the world over are typically not in favour in defaulting on their debts, since doing so has serious economic, social and political implications. Generally, cost of sovereign debt defaults are dire and that Ghana should do whatever it can to make bond repayments in August when her restructured bonds fall due. Historically, nations which defaulted on their sovereign debts suffered from: (a) Financial/banking crises; (b) steep economic downturns manifesting as recessions, excessive currency devaluations and high interest and inflation rates; (c) credit downgrades from credit rating agencies(i.e. S&P, Fitch, Moody’s, etc) that caused some to be shut out of debt markets for years; (d) probable seizure of assets oversees; (e) foreign lenders deliberately fighting to undermine defaulting nations’ monetary sovereignties; (f) political upheavals(unrest) and even an invasion of countries(e.g. UK invasion of Egypt in 1882; US ‘gunboat diplomacy’ in Venezuela in mid-1890s and US occupation of Haiti in 1915); and (g) slow or reverse economic growth. Government honours its bond obligations or forget about breaking the 8 In the current fragile political environment in Africa, particularly West Africa where citizens are more likely to back military takeovers as witnessed in Niger and Burkina-Faso the last thing NPP Government should do is to think of defaulting on its sovereign debt and then threatens’ Ghana’s hard-own democratic credentials for the last 30years. It is in this line that concern citizens seek to advise Nana Akufo-Addo NPP-led administration to do all within its means to honour its restructured bonds when they fall due anytime. This certainly will affirm government’s commitment to rebuilding Ghana’s economy; cements Finance Minister’s assertion that Ghana has turned the corner” and sincerely demonstrates NPP’s resolve to break the 8 in the upcoming 2024 elections. The government certainly could have printed more Cedis to make repayments for its domestic bonds denominated in cedis and/or raise more tax revenue. However, with IMF conditionality of zero-financing from Bank of Ghana, printing money to avert probable public debt default in August is plainly off the table. Government must then work hard and smart by innovatively raising more revenue from digitalization, setting appropriate rates to widening the tax net and discovering new sources of revenue. Indeed, the last thing this government should do is to shoot itself in the foot by defaulting on its sovereign debt as doing so may derail our current economic recovery efforts with IMF supported Post Covid-programme for economic growth (i.e. PC-PEG) and make things difficult for Ghanaians since many banks, pension funds and individuals have kept their assets in sovereign bonds. Because credibility is at stake and the stakes are high, government of Ghana must act in good faith by promptly repaying its restructured bonds that fall due this month. Investors expect the government to meet its obligations. Ghanaians are anxiously waiting on how government repays its matured bonds to determine if NPP is a government that keeps its words. Yes, to gauge if NPP is caring enough to warrant breaking the 8 in the upcoming 2024 election. The entire world is watching to see how Ghana successfully handles its restructured domestic bonds. Government must then do all it can by rising to the occasion as default on its restructured domestic bonds will have dire consequences on not only its external debt restructuring but also on the general economic recovery process currently underway.
