The consideration of the E-Levy under the Certificate of Urgency led to another fisticuff in the Legislature when the presiding speaker, Joseph Osei Owusu, left the seat to cast a vote.
The Minority MPs who insisted the Speaker had no vote impeded his movement when he was changing baton with the Second Deputy Speaker to allow him go out and cast his vote. This is the third time blows have been exchanged in Ghana’s 8th Parliament.
