In a significant step towards enhancing transparency and efficiency in service delivery, Dr. Mohammed Amin Adam, the Finance Minister, has announced that all government transactions will now be fully traceable and accounted for, thanks to the launch of the groundbreaking Citizen Act.
Speaking at the Kempinski Hotel in Accra on Monday during the launch of the CitizenApp, Dr. Adam emphasized the government's commitment to using technology to drive economic transformation and improve governance.
“The Citizen Act is not just about digital convenience; it is about creating a transparent and accountable system where every transaction between the government and its citizens is fully traceable,” Dr. Adam stated.
“This platform will allow us to monitor financial activities in real-time, ensuring that the taxes, fees, and charges paid by citizens are managed with integrity and used for the greater good of society.”
The Citizen Act, central to the government's broader economic strategy, is set to revolutionize how Ghanaians access public services.
By centralizing all government services into a single user-friendly digital platform, the Act aims to eliminate the inefficiencies caused by fragmented systems and provide citizens with easier access to essential services such as applying for passports, renewing driver's licenses, and paying utility bills—all from the comfort of their mobile devices.
Dr. Adam highlighted the critical impact the Citizen Act will have on tax administration, a historically challenging area.
"The Citizen Act streamlines the entire tax process, allowing citizens and businesses to file tax payments from their mobile devices anytime, anywhere," he said.
"This innovation not only simplifies tax compliance but also boosts government revenue collection, enabling us to expand vital sectors like health, education, and infrastructure."
A key feature of the Citizen Act is its integration of data interoperability, allowing seamless information sharing across government agencies.
This, according to the Finance Minister, will enable more effective fiscal planning and revenue management.
"For the Ministry of Finance, this means a more dynamic approach to budgeting that aligns with the real-time needs of the people," Dr. Adam noted.
He also emphasized that the Citizen Act's transparency will greatly reduce the risk of financial mismanagement and corruption.
“By ensuring that every transaction is traceable, we are fostering a stronger bond of trust between the government and the people,” he added.
Dr. Adam concluded by underscoring the importance of the Citizen Act in positioning Ghana as a leader in Africa's digital transformation.
"This initiative is not only about improving governance; it is about positioning Ghana at the forefront of innovation, using technology and capital to drive sustainable development and growth."
The launch of the CitizenApp marks a new chapter in Ghana’s journey towards digital governance, setting a foundation for a more inclusive, efficient, and transparent future.
